So I'm looking to play CoC 7th edition set in 1920's Japan. I want Youkai to play a role in the game, how do I go about making a kitsune seem eldritch and scary for my players?

    Many Kitsune you meet will be animals who have consumed the flesh of human corpses or the corpse of their summoner. This is a sinful and tainting act.

    You're dealing with a fox in human skin who found a way to power up massively, but is completely on its own and utterly unaware of what steps it would need to take to avoid slowly becoming a regional disaster epicenter.

    The fox is also going to look like the old person whom they ate. Actual free transformation won't be an option until a couple hundred to thousand years down the line and right now, it's basically just increasing the rate of landslides, cholera outbreaks and traffic accidents caused by terrible weather wherever it walks.

    Kitsune-tsuki (being possessed by a fox) kinda reminds me of what the main character of Shadows out of Time went through when he was being possessed by a member of the Great Race of Yith.

    Have the players encounter a small very traditional Japanese village where they worship the kitsune. Make her horrific instead of hot.

    You can also read about Tamamo-no-Mae, though there’s nothing really eldrich about her.

    Tube foxes. Old Japanese name for weasels. Sometimes said to be born from shards of Tamamo no Mae's power.

    They don't really do the "transform into humans" thing, more the "sinister pacts" thing - offering to serve you as a familiar in exchange for shelter. But if you don't know how to handle them properly, they'll multiply out of control and eat you out of house and home.

    Imagine someone being eaten alive by a mob of demonic weasels.

    Picture a fox that walks on two legs. Not a fox-eared person, not even a furry with a fox head on a human-shaped body. An anatomically normal fox. Even with its appearance hidden by illusions, it jerks around in strange stumbling movements.

    Research what foxes sound like. Stare at your players until it makes them uncomfortable, narrow your eyes and stretch your mouth into as wide a grin as you can manage, and talk in a choked-out, wheezing voice with a creepy laugh.

    If there are normal humans around the disguised fox, describe them as having dead expressions and barely seeming aware of their surroundings, as if some force is leeching the life out of them.

    While a powerful, ancient, and wise being, benevolence SEEMS capricious because all this rests on being an odd blur across time and species.

    Off-putting for a peculiar lack of care for the nuances and anachronisms, rather than actively malevolent, and not TRULY incomprehensible but rather an inhuman jumble.

    Basically, blend actual fox behavior with bits from VERY different periods of Japanese history, frame it like a Fae being, and have the players be distressed because THEY shouldn't be here.

    Or, in short, work outward being a Really Old And Magical Japanese Fox, with the folklore as "touchstones" of what kind of magical and some strongly-held opinions on Proper Behavior.

    Make the true form something akin to those horror Garfield things.

    I would also probably make the kitsune a false ally. Like an NPC you don't know is a kitsune, and they're tricking the players in order to bait them into their trap. Think Says no Uta. Make it a very close and personal story narrow in scope. There's this interesting novel by the guy who wrote Shin Sekai Yori, called Kitsunebi no Ie, it's not about Yokai, but it's a good murder mystery with a nice tone and atmosphere, I'd try to imitate something like that.

    curious, distant, and seeing the party as nothing more than a quick snack
    why would a butcher humanize the cow that will become steak in a few days? that kind of mentality towards humans
