Though I would suspect its more to get things like Demon Souls remakes to sell a PS5 by not emulating it, where as Xbox already knew nobody with access to a GPU was buying it. Sony is starting to know this as well because 3 games isn't going to push a console and the emulation group is patient.
Engineers are expensive though. They COULD hire people to get it running but there would have to be a proper incentive. PS Classics might finally be the push they need to start staffing up but I dont know they might just be lazy and keep using the cloud.

The only reason the PS3 emulator seems less reliable is that RPCS3 classifies games as playable only if they are completable without performance issues or errors, while PCSX2 classifies games as playable if you can reach the end of a game no matter how many errors, hacks, cheats, or version swapping is required. Despite this, Sony released a PS2 emulator that was even less reliable than PCSX2.
So why can't they release their own PS3 emulator, since they already exist and at a higher quality than emulators of their other platforms?
Sony had a job listing on their site back in July looking to hire a “classics engineer” most likely to get assistance with emulating PS3 hardware on PS5. It’ll definitely happen at some point but it may be another year before PS3 games can run on PS5

The PS3s Cell Architecture makes it difficult. The thing is Sony can absolutely afford to make PS3 fully backwards compatible but I'm guessing it's super expensive to do all that. They also might think people use it as much to justify the cost. However I think it's worth it. For example they could make PS5 Pro backwards compatible with all generations of PlayStation and have the PS5 Slim replace the OG PS5 model. That way people who don't care about PS3 games can get the cheaper model.

After dealing with compatibility and reworking everything to actually run on the newer console, it's also a matter of making it run like UWP things on 10, as opposed to launching an xbe/xex. Pre-PS4 Sony consoles on the other hand attempted to reinvent the wheel every launch, and was forced to emulate for whatever they couldn't make Bluepoint bruteforce. On the PS4 and onward, there's no chance in Hell of emulation on that level with that hardware, and even the PS3 was pushing it with PS2 emulation that was varying degrees of bad depending on if it was hardware or software
The PS3 forced devs to make do with Cell's wimpy SPU's, which is also what inflated it's core count in marketing. This is a lot to ask for when there's only one normal thread to work with, and it didn't help that they went with fricking Rambus for RAM, so you've got an iffy Power setup and slow RAM working against you. The target spec has to be 100% PS3 in terms of low-level optimization shit and target the SPU's specifically, as seen in RPCS3 development highlighting MGS4 is squeezing everything it can onto the SPU's. Even if you have the source, porting it to x86-64 means development will mostly involve remaking the engine, and that means dealing with the fricking SPU's
Knowing Konami, they don't have the source anymore, and nobody involved would wanna deal with the legal aspects of the multiple licensed things in-game, considering this is THE game people wanna see off the PS3, it's time to understand that it isn't happening ever.
