    You answered the question yourself. He was made a government agent, which required training, which he went through. The experience of the outbreak gave him perspective and motivation only a survivor of that scenario could have, which made him invaluable, especially since he was already interested in being a protector.

      This is what I assumed. He was essentially blackmailed but still yoing and he begrudgingly put up with it. He knew everything and if the g man took him and traind him further while reminding him of how special he wqs they could keep him close and under observation.

      This doesn't make sense and must be some shitty RE6 lore. In the RE2/RE3 canon while the government was contracting Umbrella to make bioweapons, it didn't know the extent they were doing it and the outbreak was absolutely unplanned. After they firebombed Raccoon City they sanctioned Umbrella and conducted pretty-much-war crime trials against its staff. They didn't try to hide or cover up their involvement too much, given that they weren't acting maliciously in the first place.

    gee i dunno OP why do you think persons who perform beyond expectations in their field are promoted in general. Nobody is born with special forces training dumdum they display characteristics compatible with the required skillset- and im pretty sure being one of less than a dozen people escaping a city full of fricking zombies that was shortly chalked qualifies as some sort of achievement. what exactly do you want the qualifications for higher positions to be if not "killing a bunch of guys"

      I don't think it was that extreme, but part of it likely was a conscription. They had good reason to suspect any RC survivors of having been involved in the outbreak, so the deal probably went like

              In real life you can go from a fresh recruit to being part of a special forces team within 3-4 years or so if you're good. Especially if Leon were good enough to get on a fast track, it's very plausible that he was special forces with good combat experience by the time of RE4.

                It's not. They're going to take Sherry, not because she knows things but because she's EVIDENCE of what Umbrella was up to and and because she's a loose end connecting them and the government as the reason for an entire city being nuked, not to mention their interest in what's essentially a sample of the G-virus.
