The ironic thing is, this isn't even that hard. Just take a photo of the object and extrude polygons where necessary to make it all line up. It's very basic when you really look at it. They just didn't have the poly and texture budget (or the autism) to make it like that to begin with.
There was a guy on YouTube who used to make 1min Blender tutorials like this. He just placed a picture on a flat plane then extruded shapes out of it. Fixed some texture stretching around the new extrusions and call it a day. The final product was surprisingly good considering the short amount of time spent on it.
I did it with a low poly M4A1 model and it looks great for what it is. A better modeler could have done it in like 1/4th the polys as me and probably make it look better.
Yeah it's Ian Hubert, if you watch basically any blender tutorial you'll see his "making worlds in Blender" video show up in your recommendations pretty quickly.

However, there was a guy trying to unfrick the backgrounds that Capcom poorly upscaled for the HD remasters of the remake, which was desperately needed since the said upscales added terrible sharpening artifacts. Unfortunately, he disappeared without finishing the project.
