Valve barely hired any engineers. This work was done by nvidia mainly - It's via this https://www.nvidia.com/en-gb/geforce/rtx-remix/ which means they just needed valve to hand over assets so they could import them into omniverse, and then someone went around applying new materials to everything.

here's why:
1. hammer and source used pre-baked lighting already and looked nothing like this
2. rtx is just nvidia's brand of raytracing. there's nothing wrong with raytracing itself. raytracing is what video game lighting has been striving towards for decades, i.e. the most realistic simulation of light bounces instead of traditional rasterisation

they should rerelease that without console limitations, even on my ssd the constant load screens blow, and there's been an unfixed shader issue for like 5 years now

Eh, technically impressive but doesn't have the same abandoned atmosphere of the original. Everything looks too glossy and new.
