use console commands if you don't care about achievements. "player.setav speedmult #" works wonders, 100 is the default for when you get back close to wherever you're going. filthy console peasants need not apply.
I found one in a fungal grotto on a random planet. It was a "signs of life" waypoint. They seem to be weak against bleeding damage. They are deathclaw levels of danger.
Sweet, dangerous enemies are my favorite. Shame there's no horrible space monster to kill you for flying out of bounds.
