For a Fallout 4 Q&A once they were asked why the mod tools took so long to came out and they said it's because they have to dumb down the tools a bit because what they use inhouse is not very amateur friendly and they also have to go over it and remove all the third party shit they don't have the license to distribute.
It took them 8 years to release Fallout 4 with spaceships.
That makes a lot of sense, though It just boggles the mind that they didn't consider doing this during the development of the game so that it can have day one mod support.
The probably don't want day one mod support because then they get flooded with support tickets from retards who fucked their game up with mods in addition to the flood of tickets about actual issues with the game.
To be fair, these kind of games are pretty much impossible to test that much given how long it takes to play them and all the possibilities of what players do in what order. Then there are probably endless content changes that mean testing one thing one day is completely invalidated the next day.
