This is THE one and only New Vegas build. Just swap points in Agility/Strength to +9/5 depending on whether your build is guns or Melee.
Charisma is absolutely worthless
Perception is just as worthless but needs to be 5 for Better criticals which is a god perk. But if you can do without you can put Perception at 1 and have both agility and strength at 9.
Intelligence is only for skill points and you can reach 100 in all skills even with low intelligence.
Nothing about spending 30 seconds to have the objectively best character regardless of build is anti-roleplay. You’re still able choose what weapons you use. You’re still able to choose what quest choices you make.

The best way to design a New Vegas build is to build entirely for what perks you want. I’ve been running STR 1, LCK 1 Heavy Explosives build with survival and I have had more fun scrounging around for buffout and wasteland tequila than if I had played crit build #273

I play as John Rapist. I support the Powder Gangers because they rape, and the Legion because of their views on women (raping them). I'm also friendly with the Fiends because they like to rape and have lots of drugged up prostitutes to rape.
I actually did this once, roleplayed as brahmin barons son who got into trouble and got sent to the NCRCF, he broke out during the prison riot and took the courier job as a means to get back home
I mainly did NCR quests until I was Idolized then stopped playing as I'd assume this was enough to get noticed and get send back home
was probably the most boring character I had done, I really want to try a science pacifist legion run next and perhaps a full on survival crafter who doesn't buy anything with that new bow mod next

Achsully, 7 STR is the optimal as you cannot raise stats over the max of 10 and you can get 3 extra points of strength through implants and OWB perks.

Builds fine. Ideally you’d want a Endurance of 9 because endurance is pretty much just a free Special point due to implants.

Old world blues is not very good don't bother. Can't speak to other DLCs. Fallout 4 is probably a better experience
