I take it you didn't read the book very closely if at all. The entire point of the Judge is that he was the embodiment of evil, a satanic figure who road with the gang because they were horrible people. Well it didn't exactly turn out well for them.
You can't stat fictional characters, especially villains and heroes, because they'd always be near the top of the every attribute. Let's use Call of Cthulhu for example. >Strength

Also, judging by the character, the system that suits to stat him is Deadlands. But I don't know this system, and am too tired now to try to stat him in Unknown Armies 2e, which could fit too.
