Probably both of these. Hop is a „nice guy” with some edge; in a sense that he is pissed off when something doesn’t suit him and girls love that kind of archetype with a bit of “I can fix him”. Not too nice, not too depressed.

Hugh is the real worst rival and Cheren is a close second. I still like Gen 5 despite me saying that
Hugh is pretty fricking bad, and honestly a waste of a potentially interesting concept, but I wouldn't call him worse than any of the Gen 6 rivals. I'd also say Cheren is painfully average at best, which should put him above some of the other absolute garbage rivals the franchise has had lately, but on the other hand him being kinda boring and lacking enough direction are probably worse enough crimes that I understand why you feel that way. The fact that both of them have to share screen time with Bianca, one of the only written characters in the entire franchise, doesn't do either of them any favors.
Hau is only innovative in USUM, where his arc actually finishes in the main story instead of off-screen and then expecting you to believe he's always the first title defense match you have. No Hau, you didn't fricking earn shit, you quit trying and exited the story so Lillie could have more screen time. USUM actually has setup and payoff for that shit though, and combined with a few extra details makes him the Red to your Blue, which is a neat inversion even if I think it could have been handled a lot better and his shtick gets boring really fast.
Cheren and Bianca could use some better team comps, but the Unova dex is too shitty for that

I don't know how Hau is in the original SM games since I only played Ultra Sun but there I likes Hau quite a bit. He's got a laid-back approach to pokemon battles and life in general but also aims to take the helm of kahuna after his grandpa - two contradictory ambitions at once, which means he's gonna half-ass both of them. Though it starts off with him being internally frustrated at losing every battle with the main character, it truly reaches its climax when he fails to protect Acerola's siblings and their pokemon from Team Skull. After that, he promises to change and invests time only in pokemon battles and then a stronger Hau takes you on in 2 more battles. Short, but not bad. In a sense, he kind of becomes like his grandpa. It's just that he started off only admiring his grandpa's laid-back attitude, not knowing the hardships he might have endured.
That sounds nice but the actual execution is dogshit. His frustration is rarely seen and partly requires you to take comedic dialogue choices. A lot of what could've been development is the same old tutorials and telling the player where to go. We don't see a change in how he acts from getting more serious. He's the frame work of a real character at best.
