I can think of several moments that top it in the last decade. Hell, if I spent some time looking, I could probably find at least five that topped it within 1-2 years before or after GSC came out.
Even within the Pokemon series, the Mystery Dungeon games mog that moment about 30 times over PER GAME.

All wrong. GSC is objectively the most soulful game to ever exist.
Nah. It's a mediocre babby's first RPG that fills out its back half with a dogshit asset flip of the previous, buggy as hell game. The Red fight is a neat moment, but it was outdone in cool factor before it had ever released.

Honestly, this KINO track should have been saved for Red and Red only, Lance should've gotten another theme, or maybe give a new theme to Red, is sorta sucks that they both share the same battle music, fricking HGSS could've at least given him a variation of the track with added instruments or something.
I am not a fan of Johto for many reasons but I have to admit, new gens will never pull something as SOULFUL as this, fricking BW2 had the perfect setting for a similar scenario but they chickened out.
