I remember playing a character who moved at 400ft (could run 6x times that and other stuff) and got his gold pouch robbed by kids and outran by them. GMs don't care about consistency only powertripping

I don't understand why refusing to use high level threats on high level games and turn everything into dirty farmer shank town. Like when our Paladin was immune to diseases, poisons and other stuff and he insisted on having him get diseases like disentery and other stuff despite cleanse water spells over the immunities

      Anonymous

Strawman. You can definitely use Humans as late game enemies, but this is a particularly egregiously mundane example. Essentially no special abilities, no resistances or immunities, so the only thing that makes it a CR17 is the numbers. That's fricking low effort, weak, and gay. You should be seeing very interesting, challenging, and novel creatures by levels 15-20.

Fighters have abilities in pf2e, as does essentially every monster in any of the bestiaries. I don't even see attack of opportunity listed, so not a fighter. No fun gear. Imagine being level 12 and still having garbage +1 equipment.
Imagine being level 17 and having mere +2 equipment.

I mean, at least Twisted Jack is clearly trying to be a Spring-Heeled Jack reference, but Spring-Heeled Jack was no mere gangster to the people of Victorian London, he was some kind of supernatural monster.

If you're going to present a character as a relatively tame gangster they should really be strong by virtue of their gangs and their corrupted officials, not by being superhumans themselves. Scarface (Capone) or the other Scarface (Pacino) were intimidating vicious killers, but not commandos.

Now it would be completely reasonable to say that someone like The Joker leads a gang and also has nearly superhuman abilities but he's not a "gangster", he's practically force of nature, and he's obsessed with Batman even though he's capable of much more (he runs for President in one storyline, becomes UN rep for Iran in another, not to mention Mayor of Gotham, etc.)

You can have level 12 or 17 humanoid enemies, but it's important to present them either in positions of real power or capable of reaching those but held back by their own mental deficiencies.

This unironically. I love PF2 for what it is (the best iteration of the philosophy backing 3.pf and 4e), but the system necessitates that the world levels up at the same pace you does. It's jarring and makes for uninteresting choices. Same thing goes for the game baking in the impact of magic items, meaning that a game without magic items requires you to just hand out arbitrary bonuses to martials at certain levels.

The PwL and ABP variant rules exists and are very playable, but PwL at least forces you to do all the encounter- and loot-balancing yourself (like in 5e).

the world doesn't fricking need to level up. GMs should simply be creative and use different enemies than low level.
At level 17 you should not be fighting street thugs individually, they should just be used as "obstacles" that take time to clear or as swarms, pf2e even has a mechanic for transforming monsters into hazards, and massed humanoids into "formations".

This is simply bad adventure design, not anything inherent to having levels matter.

I almost want that as an idea. The world suddenly changes so that killing others gives you strength but no one realizes it at first. Suddenly, gangbangers and thugs are able to shrug off smaller bullets calibers and run as fast as cars. Cartels and Mobs become superpowers overnight because of these sudden super soldiers, and the Government begins committing war crimes to try and keep up while the social paradigm of power shifts and turns every city on earth into warzones, where the ambitious strive for power and order is only kept by organized crime groups

What insight the books give the gm besides their ocdonutsteel stats?

Not him, but the worst pre-made adventures are the ones that are too rigid and don't focus on being flexible enough to impliment in any game, with any combinations of characters. Otherwise, I am completely on board with this gangster being lvl17 being seen as an absolute joke.

This is actually pretty common in games, like the NPC shop keeper being nearly unkillable or guards and such being high level. Its an explicitly gamey style way of curbing early level players so they don't just backstab the king or whatever at level 1. So its not that weird to have a CR 17 thug either that you come around to beat up at the end if you want to. It's not diagetic but then again neither is half the shit in cringe games like pf

they aren't tier anything, the stats are like this because those are the appropriate numbers for an encounter at that level. they have no relation to anything outside combat

      >This is frickin Absalom bro, there's a temple that makes literal deities
thats the point, real people think those setting things are moronic
they prefer actual d&d settings, where a level 9 cleric becomes the pontifex maximus

      so stupid
why didn't they bake the progression into the characters? Just have a "space fighter level 20" do more damage when throwing a grenade than a "space fighter level 1".
It would have cut the amount of needed equipment in half at least. And it's not like realism is an issue anyway.

unless the errata just cut up the entire chapter and made it 50% smaller, it didn't fix anything
