The Gastly and Dratini lines were gimmicks.

Ghost and dragon weren’t meant to be types that would be shared by other pokemon originally, that’s why they only had one pokemon line each. You were meant to think of gastly and its evolutions as THE ghost type and dratini and its evolutions as THE dragon type.

        You have it backwards. Psychic was immune to ghost in Gen 1, and that was presumably due to a programming error.

        types weren't a thing until halfway through development, many pokemon were given types retroactively. It was never about forcing types for the sake of balance but rather to design pokemon organically and decide which types would fit them. If they made a lot of venomous and pollution creatures of course they should be poison, you're not gonna force the snake or the wasp or the jellyfish pokemon to not be poison because god forbid there are two many poison types already. if anything zubat is the one poison type that might feel a bit forced but would you really rather it was normal/flying? bats are still associated with disease anyway.

        Another thing to consider is that evolutions themselves were linked together retroactively and added partway through development.
        You can see evidence in the code where Dragonite was added, and Dratini and Dragonair were put in later alongside other two-stages. Plus Gengar and Gastly showing up far before Haunter to connect them.

        I think OP has a slightly better case about Ghost type being more of a gimmick in Gen 1, especially due to the implementation of the Silph Scope, but Dragon doesn't seem as clear cut. It was certainly meant to be rare and powerful, but it doesn't strike me as a gimmick in the same way.

    Imagine that Ghost- and Dragon-types had remained unique/extremely rare and every new generation had introduced unique types for certain Pokémon with interesting match-up spreads to boot. Steel- and Dark- type Pokémon would have remained a rarity (maybe one or two added after gen 2), and we would think of Metagross as THE SPRCMPTR-type, Clamperl as THE DeepSea-type, Banette as THE Puppet-type, Probopass as THE Merchant-type, Munna as THE Dream-type, etc.

    It's not even that they made them thinking about representing those types, it's more that they were two pokemon lines that called for having special properties.

    For Gengar the paranormal powers could easily fall under the Psychic umbrella but what really sets this line apart is how they are incorporeal, something other Psychics are not, so Ghost type was a way to convey this property since its what grants them immunity to Normal and Fighting.

    Charizard, Gyarados, Aerodactyl(and even Seadra) are pokemon with draconian features and yet they are not Dragon type because this type wasn't really created to set apart pokemon with a draconian flavor, Dragonite could have also gotten away with being Water or Normal but not only are we just talking about a ultra rare, quasi-legendary mon, most importantly it is first and foremost the ace pokemon of the final Elite 4 so in essence what this type really is was a way to set Dragonite apart and make it extra powerful/challenging by making it resist Electric(to cancel out the weakness due to being Flying) and more importantly resist Fire, Water and Grass(the type of your starter which is naturally expected to be your strongest pokemon)

          What I'm saying is that if they are gonna expand the concept of Ghost beyond spectral beings you might as well just change the type chart since the Ghost matchups were specifically designed around the incorporeal nature of ghosts. As it stands all you can do is really stretch the suspension of disbelief with contrived bullshit excuses like "well the ghostly energy allow this washing machine to phase out of the material world"

        Poison now just feels like a proto Dark type. You could make all Poison types Dark type and just leave poison as a status condition.

    Ghastly line aren't even ghosts technically, they're just living gases that kills other pokemon by suffocating them
    Only real ghost we see in RBY is Marowak mother which isn't even ghost type
