Answer is obvious in both cases - they would need wildly different minis if GW had opted for major differences in HH. Age of Technology, though, that would be what OP is complaining about.

The problem is now that 30k is just 40k they're almost inseparable from each other, as you've just pointed out.
I think the reason they decided to make them so similar is the concept of the great crusade. They took a look at the concept, went "wait that sounds bad" and had two choices: Either make the great crusade and foundation of the Imperium 40k era propaganda that does not reflect the past whatsoever, or depict the Imperium as always being driven by backwards ideals and the setting as always being post-apocalyptic on some level

There were some rival empires in the first couple of books anyway. But they were not the focus in any capacity.
