        There would be no need for "cruel breeding farms;" people could live fairly normal lives, with their society protected by the older members who have already been transformed, have a few children then get the super mutant treatment. Just have them wait until their youngest child is like ten or so and can understand that mom & dad are going to go away for however long the transformation takes and then come back looking different. And by different, looking like their grandparents and other adults in the community who have undergone the treatment.

Just solve the murder mystery, put the Wrights in control, don't enter the Sierra Army depot, and don't become a made man.       Pretty sure its based on exposure, vault dwellers would be safe and a lot of the wasteland roaming people would be safe but those who have been exposed to high amounts of radiation for years and ghouls would be wiped out. I don't think they ever said anyone who has been exposed to a bit of radiation is a mutant. It's not like radiation is through the roof everywhere, shit like the flowing sea in fallout 4 or necropolis in 1 would be targeted, probably megaton also since they lived around a bomb.

      That is the Fallout 3 version of the plan, in Fallout 2 the modified FEV, FEV Curling-13, kills no matter how much radiation a subject has been exposed to; it just kills you faster if you have higher radiation exposure.

      FEV Curling-13 is explicitly stated by its creator to have no effect on animals, and the Oil Rig is stated to be a closed, airlocked system with no connection to the outside world. They were going to release the virus into the airstream and then just sit back and wait for all mutant (non-Enclave) humans to die.

          It's never said what was going to happen to the people in the Vaults. However, given that the Enclave opened Vault 13 and kidnapped the inhabitants to test FEV Curling-13 and the inoculation against it, it's likely that the Enclave were going to keep using the Vaults and their inhabitants as guinea pigs to be used as needed, rather than integrate them into the new America they planned to (re)build.

    I wonder how effective Curling-13 FEV would have actually been. For example even if you convince the scientist to release it on the Oil Rig and innocculate you and your tribes people, the virus still doesn't kill off the soldiers in Power Armor. Not to mention that it is a virus and not just a toxin. It could mutate into becoming less deadly and more contageous in order to spread. Could make for an interesting what if Fallout game.
