The people in charge now are the ones who got into the industry 20 years ago, when they saw how much money could be made in it. Fewer releases, safer releases, aggressive monetization - we've "stagnated" because gaming has been optimized to be a profit-generating machine.
As much as you hate it as a player, it's working extremely well for the people making them.
