Both are true, Gotham Knights was actually also developed for PS4 and Xbone but those versions were cancelled so both of these games were made to run on the same hardware. So likely once again next gen hardware was fricked by devs being forced to use outdated hardware. That's why the console versions even on PS5 will be 30 fps, devs are moronic and weren't given enough time to make the game for that system.
