I'm playing Circuit Superstars. It's a modern-day version of GeneRally, but without the insane customization part that game had, and also with slightly less interesting physics (in my opinion).
But it's a very fun game, super simple but requiring a lot of practice to become competent. I don't think it is on the level of Art of Rally in the "arcade game with depth of gameplay", but CSS has the advantage of simulating entire races with AI opponents or other players, boxing strategy, etc., which are things that Art of Rally doesn't offer.
Note: The game is not broken like other arcades (Trackmania, for example), and the best drivers are the ones who have a better grasp of the principles of real racing, not obscure techniques and abuse of physics bugs.
Play Midnight Club 3 DUB edition (PS2)
Play Burnout 3 or Burnout Revenge (both for PS2)
Play Project Gotham Racing 2 or 4 (2 is on the original XBOX, 4 is on the Xbox 360)
First one was the only one I got around to playing. It was pretty fun and challenging. I wish racing games like that didn't die off. Now we have gay shit like Forza and Gran Turismo.

Is there more to do than just race around? This thread is educating me on the fact that there's different types of racing games in general. I really never tapped into these.

I don't think they sell it anymore but Forza Horizon 3 is actually good.
Any Gran Turismo before 5, and 5, 6, Sport and 7 are fine but not as good as the ones before.
Assetto Corsa is heavily moddable and arguably the best game if you have a wheel setup. If not controller can be used but it's not nearly as good.
