The entire concept for the plot of BW was legendary pokemon are still just normal pokemon; reshiram and zekrom still obey their trainers despite their immense power (and the creation trio from the games before). Volcarona is the opposite, a normal pokemon that had legends around it and worshipped by the people of the desert resort.

Metagross and Salamence were crept into mediocrity; on release they were top tier and salamence was even banned in gen 4 omgon
Pseudo-legendary is just the American fan term for The 600 Club, BST is literally the most important factor.

The frick up was to make Tyranitar and Metagross not dragon. Just have the pseudos be dragon by default and it is not a problem.
