The combine army supposedly warped into existence via the Resconance Cascade all over the world all at once hardly giving humanity no time to respond and prepare for combat. This on top of the fact the United Nations government buildings were being bombarded from space also brings up the fact that the Combine were presently in atmosphere above earth blasting everything important to dust.

          Anonymous

Also know that the enemies seen in Half Life 1 are NOT the Combine. They're the Xen Race X, basically a minor faction that took refuge in the Xen dimension after being chased away from their homeworld by the multidimensional empire of the Combine, the Nihilanth was their leader and enslaver of the vortigaunts which Gordon Freeman killed. The Xen portals during the Resonance Cascade flooded the entire earth with extremely hostile fauna and basically replaced the natural wildlife with Australian fauna 5.0

IIRC Race X and the Nihilanth's group were separate factions of Ayys both fleeing from the Combine, though it's never made super clear.

Combine did not come with Resonance Cascade, it merely gave them the signal that a galaxy tier HAPPENING is underway. It took them few weeks before the invasion of earth had started. Humanity was already being fricked in the ass by mad vortigaunts, remains of Nihilanth's army, headcrabs, antlions essentially wiping out everything, thus giving them even worse chances.

OK: the power gap is the difference between trained soldiers and mall cops

we NEVER SEE the strongest forces the combine sent to earth because they already conquered us and left behind mall cops to keep us in line, how the frick are we supposed to tell you what invaded during the 7 hour war when we as players never see it?

most people would have been happy to just accept "the main combine force is stronger" but instead you had to be a moron about it and ask question that we literally don't have answers to, all of which could have been easily found out by a google search

how about you tell me the power gap between 4th dimensional beings and earth's trained special forces. Oh, you can't because we don't know anything about one side? WELL HOW ABOUT THAT!

Making this shit takes time that they didn't have. Valve decided to invest in "depth" rather than "breadth" when it came to their monster assets. I guarantee if they had gone with "breadth" instead, all of you would be complaining about how jank and broken all the monsters are, and that Valve should have instead focused on making fewer monsters that actually worked properly instead of tons of monsters that didn't work right.

The forces currently on Earth are mostly just converted humans, using alot of human or human derived technology. What happened was Combine exploited the fabirc of spacetime being fricked because of resonance cascade and teleported an actual invasion army to Earth, which was already weakened by dealing with portal storms and Xen wildlife randomly teleporting everywhere and fricking shit up. They started blasting and in hours it was clear we don't stand a chance, so Breen negotiated a peace treaty, arguing that humans would be a valuable assets to the Combine. They set him up as a dictator of Earth and most of them fricked off from this universe. What we see after 20 years in Half Life 2 is basically self sustaining human system, only using technology and getting orders from the Combine.

Ideally Humanities best hope is just hoping the Combine is like when if a random backwater planet they took over fricking disappears they're so damn OP that they literally just don't care.

7 hour war combine are the school of Americas, alphabet agencies and the navy swooping in and destroying an elected 3rd world democracy, grabbing all the minerals, resources and bananas for the corporations and then fricking off.

The HL2 combine was the local 3rd world dictator(breen) and his bootlick military regime that America left in charge and supplied guns to before fricking off.

Breen's promise of the teleport tech is the 3rd world dictatorship keeping the American comms open with promises of still having something useful to offer, as long as Breen gets more guns.

Combine army is endless across different dimensions, and uses technology which were were merely given a glimpse of in Half-Half.
For all intents and purposes, they are the Flood of Half-Life. Many of their subjugated alien members are also unseen, and their powers and strength are also unknown, as are the unique genetic and psychic abilities any of them hold as specialist species.
To put it simply, Earth perseveres because they allow it, or are too damn busy with a higher goal to care about meager "setbacks" in their backyard.

        Anonymous

The Combine's actual invasive army left decades before Gordon shows up. You are simply fighting the brainwashed guards they left behind, and preventing a second invasion is the whole plot of the postgame episodes.

        >dozen synth types glimpsed in the Citadel and cut as enemies, plus Striders
        >thousand times bigger than the metrocrop brigade you fight
        >millions of planets and adjacent universes worth of resources powered by dyson sphere(s)
It's a significant difference to say the least.

      Anonymous

This makes me wonder. If the Combine army could take over earth in 7 hours and then forget about it, what are their greatest obstacles in their race to conquer the universe? I doubt there is a faction strong enough to contend with them, at best maybe one so advanced or capable that it can ward them off of their planet by constantly battling the Combine army in their planet's stratosphere. but I imagine their main obstacle is a technical issue like how to get their army to that galaxy which's trillions of light years away.

        Anonymous

This is basically the plot of the game. The Combine are immensely powerful and could very easily crush any planet or opponent in general but they don't have easy means of transportation across the vast reaches of space, which is why they need portal tech and why they were able to reach Earth in the first place (routed through Xen).

        Anonymous

The vastness of space and whoever the frick Gman is working for. Laidlaw's Epistle 3 doesn't answer any questions about the forces that oppose the Combine and was never meant to be "the ending of half life", it was just some shit he was cooking that he released because he knew it probably wouldn't see the light of day. There are obviously forces in the Universe that can oppose the Combine and those forces might be even worse than the Combine, and that's the part of the story that's actually interesting.

        >what are their greatest obstacles in their race to conquer the universe?
        Getting there.
That's the only reason they kept Earth civilization partially working: they want us to redo that portal shitstorm from HL1, because if they could do it at-will and in a controlled manner they could finally conquer the galaxy overnight instead of having to wait for opportunities to happen.

Aside from Gordon basically being a reality bending messiah that basically has maxxed out luck, its more that by Half Life 2, the combine presence isn't an attack force like in the 7HW. In Half life 2 the main forces you face are mostly converted humans and lesser aliens. Its clear that in HL2 the combine have considered earth just another planet conquered and have saved resources by converting humans to defend the Citadel. Doesn't take much for a well organised resistance force to begin causing problems if you arn't all there and have become complacent.

Problem is we'll prob never fight the true combine itself with how large they are and good chances they aren't the typical alien empire but rather, a single super organism. Maybe we could take out one of their overworlds that has earth's coordinates dialed in to prevent them from ever coming back? The overworld video

Combine army is something like this

          https://www.youtube.com/watch?app=desktop&v=lJOZN3YhLtY

showed what one of their overworlds could look like and it honestly would be the perfect way to end half life 3 with fighting in not-xen.

          >You know with how the combine's tech is so body horrorish
Only human-based "tech" like stalkers and Overwatch soliders under their armor, and that's because those are basically prototypes. Striders and gunships are quite elegant. Of course, if those were based on sentient species, it would be body horror for them...

Really wish one day they could explain how the fricking AR2 actually works. It's combine tech yeah but how the frick do you load the alt-fire charge? Why is the mag so large and weirdly shaped? I always like to imagine the mag's size is because there's a mini 3D printer that uses resin within it that constantly prints the pulse cells to fire with.

If they ever continue the story of Half-life then I imagine that the story would probably have dived into time travel at some point and our final goal would be doing something silly like finding the OG Combine universe, traveling back to the point that whatever race was the OG one was first emerging and then killing the original organism that would have led to the empire down the line.

It's sort of the only way you can realistically beat something that's multi-galaxy spanning.

I pray they don't do this since what makes the combine so great is just how much of a unstoppable and eldritch force they are, and i don't think killing the OG combine species would do anything when they already have control of god knows how many universes. Hell, wouldn't be surprised if the OG species went extinct long ago since the combine seems to be focused on efficiency and are akin to a paperclip machine.

The point is to kill them before the Combine even forms since that's the only way you beat a multiverse empire. You nip it in the bud before it starts

Like to imagine that Gman is a unique singular entity that spans throughout the multiverse. We did see him split into multiple copies in the HL:A ending and walking off all in different directions, kinda makes it look like there's just one of "him" that truely exists. I've just always considered it a silly non-canon extension of the game.
Did Valve ever confirm it's actually something that canonically happened? Because then I have a lot of questions about why the frick would someone like Cave Johnson squander something as big as "I have access to the multiverse and can steal whatever I want from it" to only grab a few empty testing rooms. The guy barely had any notion of moderation or morality.

It's implied through the story of the PTI that it's all happening in a different universe and possibly dimension. So even if it's canon, it doesn't affect the original story.
Halfway through Cave Johnson discovers an universe where he was alive during the GLaDOS initiative (he was uploaded in a computer instead of Caroline, going crazy over time) and cancel it. And at the end he finds an universe made out of money which saves Aperture from bankruptcy, which mean he had no use for the PTI (which originally was a way to save money by making others pay for his shit)
Meanwhile HL universe Aperture was bankrupt and Cave Johnson died before the GLaDOS initiative.

They actually can't do that, they don't have local teleporter technology like that, which is something they do want from Earth and why Breen was supposed to be capturing resistance scientists like Eli or Kleiner. To transport, they need to open full portals, which they would have done during the portal storms over Earth that occurred after the Nihilanth's death.

Isn't it something like the Combine can exclusively move between dimensions with their portals, but within a dimension they're limited to the laws of that dimension
That must be disproportionately expensive to manage an empire like that. To go from planet 1 in universe A to planet 2 in universe A, they either have to warp to universe B and then back to A (which must use a frick-tonne of energy), or build a whole fleet of ships tooled up for whatever fundamental laws exist within that universe (has HL ever discussed FTL travel? Maybe the Combine don't have it and are strictly limited to sub-light speeds when travelling within a universe, so they have to hop between dimensions to get anywhere fast).
If so then that explains their boner for humanity's local teleporter tech.

    >how???
Their main military fricked off to other worlds. Earth is basically just a shithole to be exploited. They siphon off the water from the ocean, build synths at the Citadel, and filter the population into the transhuman soldier project. What's left on Earth in Half-life 2 is a garrison forced composed of mostly local human garrison forces and some synths. Basically a skeleton crew.

  16. 2 weeks ago

At the time of half life 2 the combine is basically the US did in the final days in Afghanistan.
Their primary forces have moved onto other worlds to conquer them. The human resistance is mainly fighting the goverment the combine left behind to be loyal to them, ie: breen.

Yes the combine could come back through and shit on earth and get it back under control, but it would require diverting resources from other campaigns. Basically the human resistance is just trying to make it not worth the combine's effort to put up with them. According to breen's casts in nova prospect the primary resource from earth is humans themselves in the form of stalkers and combine soldiers. If they can't have those there's no point.

it still amazes me that they left this series on a cliffhanger and no intention to ever finish the story. Almost 20 years later now, it's already been 17 years since episode 2 came out.
and it will never happen either despite them making a VR half life game. I just don't get it, why not at least give some other eager dev the IP rights so they can finish up the story

Because Gabe Newell's autism that "Half-Life has to be revolutionary" won over Marc Laidlaw's desire to finish the story. Valve doesn't care about the story, only about maintaining the "integrity" of Half-Life's status as a series of "revolutionary games."
      >"But the Half-Life 2 Episodes weren't supposed to be revolutionary!"
Yes. They were supposed to be about finishing the Half-Life 2 story without needing to make revolutionary games. But then Gabe's autism demanded that Half-Life 2 Episode Three not "just" finish the story but also be "revolutionary," and so scope creep killed it.

Isn't one of the reasons the sea level is low because they're draining all the water in the oceans for some reason?

That in itself is kind of moronic because there's more water in other places in our solar system than on Earth. I mean if the combine I assume have spaceships, why wouldn't they harvest water with them from saturn's rings?

The Combine are a multi-dimensional Empire. They don't have access to local teleportation but have access to multiple universes which they can teleport across. Earth isn't rare, it just can't be when they have access to a multi-verse

Water is one of the most common substances in the universe, off the top of my head Earth has something like 5% of the solar system's water. All the rest of it is ice in asteroids and on the other rocky planets.
But it's fairly useless for life without a pressurised atmosphere and a stable temperature.

The benefit of draining our oceans is that the Combine don't have to scoop up and crush bajillions of asteroids. They just chuck a hose through a portal and succ.

Honestly this makes no sense in hindsight, maybe at some point in the story their portal tech was good enough for that, but in retail HL2 Combine portals suck, the Entanglement portal takes a week and a massive charge of energy to teleport two people. Now, it's a week because their local portal tech sucks but it's still so energy inefficient.

Those are humans who were turned into Combine synths during their reign over Earth, a backwater little territory they let a pet human govern. They are not the standard footsoldier of the overall Combine empire. They would have arrived with a small portion of their total power with advanced weaponry and technology, and crushed any military opposition in a matter of hours. They then set up their puppet government, started their resource drain and fricked off back to whatever interdimensional stuff they actually cared about. Their only interest in Earth besides as a minor territory for resources was in trying to obtain the humans' local teleporter technology, something they didn't have and would be useful to them, rather than having to rip open portals between dimensions to move armies, equipment or cargo.

Breen has some Combine biotech, like Striders, the gunships, Hunters, etc, but he at best got a little garrison left behind when the Combine came, conquered, and moved on. The bulk of Combine enforcement under his command is sourced locally with humans converted into cyborg soldiers with marginally more advanced human weaponry, and in cities, the unaltered human Metro police. And lots of drones and whatnot, or bioweapons like headcrabs.

      Anonymous

      Useless actually.
What they really need is interplanetary portals.
Aperture's portal tech is relatively short-range (yes, including that moon shot) - you can't use it to just open a portal to a specific planet on the other side of the galaxy.
The Combine doesn't know that tho. They probably just found out some surface-level infos in the gov' database about Aperture having mastered portal technology without much details about how/what, and will probably be disappointed if they get it.
Doubly so since all the engineer/scientist behind it are already dead and Glados is will definitively destroy all blueprint and related production lines if they come in, so reverse-engineering it & making it just a standard combat tool might not even be possible.

        Anonymous

What we see in Portal isn't the full extent of AS portal tech.

Remember, they managed to teleport an entire ship (with a part of its drydock) to Arctic. This kind of local teleportation is something Combine can weaponize. Imagine striders warping all over the battlefield to dodge missiles. Huge Combine airships teleporting all over the glove to bombard unruly population into submission.

That's just the portal gun, what is on the Borealis is much more powerful. Also, even if they only got their hands on the portal gun, it could show them some principle that weren't aware of and make their research into teleportation leap decades ahead.

It's kind of a cope on devs' part but Combine Invasion Army is basically "the best of the best", all the lifeforms from other worlds they incorporated and changed to be their military arm. You only see some striders and gunships in combat, but they have much more.

The "survival of humanity" Breen is talking about is actually just that, if heavily augmented Combine Overwatch can prove its worth as a highly versatile combat force suited for various environments, then humanity will "survive" as brain-washed, vat-grown, disposable combat units.

They didn't give it though. The seven hour war peace treaty was the trade, but humans still didn't give the tech away. Mainly because only two research teams in the world had it, and one of them was completely wiped out and the other was almost entirely wiped out, save for a few scientists who went into hiding.
      >Earth is nothing special in terms of natural resources, there are tons of empty planets with whatever the frick you need. Millions if not billions of empty planets in our universe, why bother with earth when it would be cheaper to go somewhere that doesn't need to be genocided?
Well, for one, Combine don't have effective means of space travel in our universe (hence why they need the teleportation tech). They entered our universe through Earth, so it makes sense they would set up a base here and continue spreading from here. Which is what answers your third point. Planet Earth and human race was about to be assimilated into the empire and used as a starting base of universal conquest.

It's a moronic premise that can only be redeemed if we assume the motive of the combine is the sadistic desire to enslave and transform its prey similar to the main antagonist in All Tomorrows. There is no other reason to keep a potential threat alive other than to torture it for one's own sociopathic amusement. From the perspective of a galactic, intergalactic, or interdemsional security, all potential threats must be eliminated immediately. Resources in the universe are abundant and can be converted from energy, organisms and ecosystems are redundant because they can be recreated in any form a type 2, 3, etc. civilization desires. There is nothing special about humanity and there is nothing special about earth, except for the possibility that we may be lucky enough to be the first ones to dominate the galaxy and beyond and a combine-like civilization doesn't exist yet. morons

You can make it make sense if you assume that Combine aren't really that smart themselves, maybe superintelligent AI is impossible to create in the universe of Half LIfe, and technology is more of a branching path than a straight line. It also helps that the Combine are multiversal and all the universes are implied to have different physics, which would mean you'd be starting from scratch in your tech research every time you entered a new universe, which is why they mostly steal technology from races they conquer.
They don't have the tech to create organisms and ecosystems from matter or energy alone, because they are not that much more advanced than we are right now.

Don't know if it's head cannon or something; but this video points out that after the resonance cascade happened at Black Mesa, there were portal storms all over Earth for about a few years. The Combine immediately took notice of the rift, but didn't invade Earth until almost a full month after the cascade occurred. They probably prepared their forces in that time then went invaded through the portal storms. Earth was already whittled down sufficiently anyways from Xen and other alien species being displaced over the globe.

Once Valve got big and joined the ranks of the big corpos themselves they've lost passion in continuing the story, but the actual problem was the fact that the Combine storyline could've been standalone and isolated in HL2 just as Laidlaw envisioned , it was Gabe who fricked everything up by pushing this moronic episodic model and thus stretching out the story further.

It was already canon before HL2 that Xen was a border world to dimension and the Nihilanth and his slaves were runaways from their home dimension against something more powerful.

Nothing even implies that HL's multiverse works that way. If anything it directly implies the opposite since shit from Xen are so radically different from humans and the very laws of physics are different.

well as you said xen is only a gateway to another universe, how parallel is the latter anyway? when is the universal union gonna meet their copy.

                Anonymous

Technically a dimension and an universe are two different things. A dimension holds universes.
                >when is the universal union gonna meet their copy.
Well there's two possibilities: Either they just fuse into a single entity whenever they encounter them, hence there's only one Universal Union, and as a result they have internal struggles, or they already met them and are fighting them, both would explain Gman.
Also I don't think they'd use the "Multiple Gordon can save the universe" thing, the original idea of episode 3 was specifically that Gordon is just a man, not some godlike war machine, he can fight the combine "human militia" and take back Earth, but it's extremely costly and once he takes the fight to the actual Combines, it barely tickle them.

Oh yeah, that's the thing, saving Earth is "easy", the Combines have no way to get back in unless you let them in (they used the resonance cascade from HL1 to get in and attempt to nuke the citadel in episode 2 to cause another one) but defeating the Combines as a whole is impossible.
You're basically always under the threat of some moron accidentally causing another resonance cascade and getting Earth deleted from that point onward.

All in-game messages prior to EP1 followed this specific 'SUBJECT-STATUS' format that could've been dismissed as stylized game over screens not actually related to the story at all, but starting from EP1 their format changed and it clearly signals that those are actually a part of the narrative and the way they're worded suggest that they're not directed at Gordon but the player.

According to the guy who was writing the story the plot of HL2: Episode 3 was literally you finding that out because Alyx railroads you into attacking them with the Borealis. Ultimately your attack is pointless, you fricked up, roll credits.

Half-Life: Alyx's plot actively retcons this because the G-Man uses timeline frickery to contract Alyx in return for Eli's life. Don't ask my how that makes any sense, they framed it visually as if the G-Man is a multidimensional being capable of altering time. He only alters it to his own benefit, and presumably his employers' benefit. Freeman and Alyx are like mercenary subcontractors for an eldritch monster that has a vested interest in fricking over the Combine.

It's never about the story, but the tech. They have run out of things to show off in the new game, Alyx was their way of testing the waters for VR and it turned out be a failure, so they're back to square one.

      >It's never about the story, but the tech. They have run out of things to show off in the new game
Only partially true, and very misleading on what actually went wrong.

For a very brief period, it was about the story and not the tech: Half-Life 2 Episode One and Half-Life 2 Episode Two were just about extending the story and implementing all the cool ideas they had for Half-Life 2 but had to cut for time. Half-Life 2 Episode Three was supposed to finish the Half-Life 2 story arc and implement the last of the cut content, but "we need to show off new tech" autism took hold before then, leading to scope creep and death of the project.

This is also why Half-Life 3 could never seriously happen: they were now trapped in a situation where it had become physically impossible to make Half-Life 3 because they never actually finished Half-Life 2.

Well, not really "the new tech', but episodic model was 'the next big thing' in the eyes of devs particularly Gabe and they did feature or supposed to feature some new tech like improved AI and HDR in EP1 and AI director which was originally developed for EP2.

Combine soldiers are not really that fun to fight against, not in the sense that they're too hard/require skill to beat, but just that they're extremely dumb and at most a annoyance to the gameplay and plot.
It's cool that the Elite can use the AR2 2nd fire and seem to be stronger, but I feel like the only reason they're regarded so well compared to the grunts and others is because they barely appear at all in the games.

Wish the game had gone with the 1999-2001 concept and idea, it fit a lot better with the dread of HL1 instead of bright bulgarian apartments with braindead cops

There's a mod called SMOD, maybe you've heard of it, and part of the settings allow you to modify the accuracy of citizens and enemies. These are actually aspects you can edit within vanilla HL2, but SMOD gives these and more their own options menu. Anyway, past a certain point of accuracy, the metropolice/Combine regulars aren't fun to fight at all. You stick your head out and your HP gets shredded. It's kind of hard to find the sweetspot. All this to say, I think Valve did the best they could do what with deadlines and such.

      >you see a bright light for 0.1 seconds
      >game ends
Eli only told us "billions" died but I think it's safe to say that it was the vast majority of the human population. There's maybe 10 million humans left on earth at the max by HL2. I'd say no more than a billion survived the 7H war since it was mostly a war of extermination, Breen had to negotiate to even let humans continue existing since the Combine saw no specific use for them beyond basic menial labor which other aliens were better at.
If I was a human during the 7H war I'd get a gun to shoot myself. Fighting back is completely pointless, you will most likely never even see the thing that killed you.

That's fair. HL1 Xen was a very abstract space that's barren for you but clearly massive, while BM's Xen was a lot dense and in-your-face with everything.

That's why I prefer old Xen. It genuinely feels like it wasn't designed for human traversal. All of the obtuse puzzles and platforming feed into that. While the jungle aesthetic was very well done, everything else was still relatively grounded in reality in terms of throwing switches, riding elevators and reconnecting power supplies. They basically slapped alien textures onto otherwise normal level design. It didn't feel alien, it felt like a hellscape specifically designed for humans to traverse.

Gordon Freeman was able to kill several special ops teams of the US Army.
He is effectively the best super soldier thanks to an MIT Education and the HEV Suit.
He also has plot armor thanks to G-Man and Vortigaunts.

The Combine Army has already withdrawn from Earth and from what we know, it is hard to open portals in the way that they do. Rifts can only be opened using a lot of energy, usually to disastrous results.

They can't just come back again unless there is a pressing need to, which there was in order to save the Advisors and Breen. Advisors have lots and lots of knowledge about everything, which is why they are important.

Earth is left to rot. There really is no point in coming back to Earth. The resources aren't much. They do not know about Portal Technology. Everything Earth has the Combine already has.

i wonder if earth would've stood a chance if black mesa had sold the HEV to various militaries. my headcanon is that it was probably built for that.

Cave Johnson, new owner and CEO of Black Mesa. That's right, you've been bought. First order of business, we're renaming you under the Aperture brand. I'm leaning towards Blappeture Mesa. Marketing boys think something else. So: Blappeture it is. Next, they tell me you people are conducting some anomalous materials research that could result in a resonance cascade. So I'm shutting that down before you idiots end the world. A resonance cascade! You're supposed to be scientists. Use some common sense.

I just realized that Cave Johnson is the Todd Howard of the Half Life universe. His motto could literally be "It Just Works™".

          >has portal technology so combine won't drop a nuke on it
          >every ayyBlack person who steps into the facility gets crushed/grilled/blown up immediately
          >also the sun gets teleported into the capital of the empire somehow

Unironically would be a good ending to the franchise

So whats the game plan after gordon does his stuff in HL2? cant the combine just come back and swat out earth?

Nope, you prevent them from doing that at the end of Episode 2. The giant portal they were gonna use got closed and the citadel is shut down. The Earth Combine forces are completely cut off unless they get the Aperture portal technology. Their own portal technology is extremely inefficient and basically can't be used to go anywhere unless you've got a link on both ends.

    >ok guys we need water
    >holy shit this solar system has multiple planets made out of ice
    >oh my god some of the moons on these planets have gigantic oceans hidden under a layer of ice
    >the best part is that these things don't even have any life on them, nobody will give a shit if we drain these planets and their moons of all their resources
    >no frick that, let's go to war with the planet that has billions of violent monkeys on it and spend precious resources occupying it and keeping the population under control forever

Breen negotiated for humanity's survival, and who's to say they didn't mine Europa and such for water separately? The real shit it of it is, as HL2's story stands now, the Combine had no reason to listen to Breen. It actually gets pretty bad the more you scrutinize this, I've done it before; just something you sort of have to wave away.

Fell for Breen's wiener. Only when she saw how pathetic he was despite being in a position of power did she throw him to the curb.

We're basically fighting the Banana republic of the Combine Empire, all of their big military hardware left to go fight elsewhere. Basically the Metro cops and Overwatch exist because Breen convinced the Combine that humanity can be useful and is basically trying to make transhumans so humanity can live on in SOME way after we get wiped out.
Its the same reason why they use shit like the Spaz and the MP7, the biggest tech they have are those turrets and the AR2, and even those look like they were welded together from tech they already had.
