I never understood this even from Gen 1. I get only having 2 pokemon when you're in the first couple of routes, but the fact that not every trainer hits the 6 pokemon limit just makes the game a slog. What's the point in having a Pokemon battle if you handicap yourself to only 2-3 mons?
The problem with giving every trainer 6 mons later on is that it can make battles a bit of a slog. Especially since they're still probably going to be weak enough that you can OHKO or almost OHKO them. It's also an exp thing.
For regular trainers on routes I imagine their other mons are just fainted or not meant to fight (e.g. hm slaves). Gym leaders and E4 members make zero sense though
You have to remember the fact that pokemon games generally expect you to have multiple fights and go for long periods of time without being able to properly heal. Think of a route as having 1 trainer with 30 pokemon instead of 15 trainers with 2 pokemon.
They generally balance the games to be too easy for sure, but it would be worse if routes had 1 trainer with over 100 pokemon.
My favorite one says something along the lines of "what u lil fag wanna fight? Fine let me see whats in the bucket" and throws fish at you until you beat them and then is like "that's all thats in there, now buzz off"

They probably ambushed other people before
I think route trainers are more designed to wear you down than actually beating your entire team. No pokemon center runs are doable

having played romhacks where almost every trainer has a full team, it's tedious as fucking shit
It's either fight trainers for 2x EXP and money or fight wild pokemon below your level for 1x EXP. Fighting wild pokemon is way more tedious.
