One time I the gamecube GBA extension for Fire Red, beat the entire game and saved in front of Mewtwo, just to lay in bed and click the reset button with my toe for 2 days straight until it was a shiny so I could catch it with a masterball. Traded that fricker to Emerald and proceeded cloned the shit out of it. Then I traded it all the way up from Fire Red to Alpha Sapphire which was a pain in the ass. Went to a popular Pokemon trading website (people were also straight up selling Pokemon), and traded away probably 50 clones for pretty much every rare and shiny pokemon I could ever want. Almost all of these trade/seller listings specifically stated no clones, and the ones that wanted money were usually so interested in the shiny mewtwo from Fire Red that they would take down the listing and do the trade anyway. It was all worth it in the end
I got a shiny elekid playing Crystal version on emulator. It was from an egg. I don't know if it is always shiny but that would be the only other one I ever got.
The Odd Egg isn't always shiny, but it does have an extremely high chance of being shiny, something around 16%. if it's not shiny the pokemon actually has the worst stats possible

The RNG value in Emerald is broken and always starts at 0 when you start the game and advances predictably (I'm not sure if it's 1 each frame but it might as well be). This basically means that RNG in Emerald is completely predictable, so with some other in-game information and some external timers to make sure you land on the right frame when you perform an action you can reliably get shit like pokemon with perfect stats or shinies, since if you reset the game and say for example start a pokemon battle on frame 1000, the RNG will always be the same and the pokemon will always be generated with the same stats.
There are tools that basically let you punch in information and will tell you "press A 11 times and start the battle on frame 7431 and the Ponyta will be shiny with perfect stats". It's so reliable that Emerald speedrunners will do RNG manipulation for perfect starters instead of just resetting until they get something with workable stats like they do in other games.

I've had a few. Got a shiny Dragapult in Sword, a shiny Rosalia in Legends Arceus. You also get shiny Ponyta in Legends for free from a quest. I got that one, then found another when I was further into the game. All legit and caught by myself.
They're definitely easier to get in the newer games. I played hundreds of hours of Pokemon as a kid and never saw one back then. Apparently they're not that hard to find in Scarlet/Violet.
