There is a reason why only crime that exists are cults and organized crime. Both are powerful enough to be able to bribe law enforcements and would easily cause too many casualities if police fought them.
All the lone wolves can’t do shit since Police would be on the scene of the crime before they even do the crime, and they can’t just bribe police or threaten them either like the various teams can.
It’s basically Minority Report for kids and with super animals.

Imagine how hard it is to commit crimes in the Pokemon world when there are multiple Pokemon that can see into the future, all if which are pretty easy to obtain.
