            There is a premium attached to undumped protos, because while the physical item itself retains value, there is monetary (and clout) value attached to undumped ROMs. People will literally fundraise to release undumped ROMs, so if the ROM has already been publicly released, the prototype cartridge will no longer have that moneymaking/cost offsetting potential.
            I really think a lot more collectors would be inclined to publicly share ROMs if more people would offer to pay for them to be dumped.

                It happens to almost all collectors, especially when thee items they collect aren't worth significant sums of money. They become emotionally attached to the objects they've collected and/or the feeling of being the guy who owns those things and they never even attempt to sell any of it despite claiming it's all an "investment." Basically, they just get really deep into denial about it and rationalize away any sunk cost concerns by talking up the hypothetical value of their collection.

    Who cares? The game has essentially no differences from the released game. Someone paid money to have a prototype preserved in a way that at least people would care about it in the future. Dumping this rom does nothing for preservation. We already have the finished game. And this near final prototype doesn't help anyone with any kind of project.       And they wonder why people aren't motivated to release things. You'll see so many people in these prototype communities b***h about people hoarding literally any prototype, but the same people who supposedly care about preserving these protos will react to prototype releases with "ugh this is too close to final for me, it's so boring!! hurry up with the next release" or "OK, but when will we get so and so version of this other game." I think some of them are never satisfied and are just bothered by the fact that somebody luckier and/or with more money than them has access to a ROM that they can't play, so even when they're given the ROM, they immediately forget about it and move on to seething about the next ROM they don't have.

        There's a big problem with unrealistic expectations. They're expecting each prototype to totally blow their minds by being some radically different undiscovered game, but the far more likely outcome that keeps happening is that it's just a pretty close iteration of what ended up in the final game. It's like trying to recapture the childhood wonder you had that told you if you could just get past that one invisible wall there would be a whole new endless world to explore beyond the bounds of the game. You just can't reclaim that feeling and nothing will ever live up to it.

          You'd hope they'd realize that the people who give them things like "late QA prototype of random shovelware dated 3 days before final" are probably the same type of people who might eventually give them "early E3 demo prototype of popular franchise title," and not alienate them by acting ungrateful. And I do agree about the fascination with prototypes, and to that end, I do find that playing even a slightly different official build of a beloved game is the closest I get to recapturing the feeling of experiencing that game for the first time.
