      they won't. it's just basic shitposting. some homosexual on steam forums said that they won't grant access to dead people's accounts. so of course that automatically means on blog headlines that the steam homosexuals are actively blocking access to accounts.
      i can guarantee that not a one single soul will give a frick about your steam account once your dead. if you really think that someone will, then write your access codes down somewhere where someone can find it after you're gone. valve won't be giving those out if someone asks and claims that their cousin died and promised their steam account to them but conveniently forgot to tell how to access it.
      sure technically it's most likely against TOS or some shit to transfer accounts but nobody ever has cared about that unless you make it big business that makes money

    Its a question of being able to transfer ownership of the account in general.
    If you can inherit the account, you can also sell it when you're alive. And thats slightly problematic for steam.
