It's literally designed to get around online checks, so surely if he didn't want people using them online he wouldn't give the ability for them to pass? It's almost as autistic as Switch/Wii homebrew troons ragging on people for pirating when that's the only reason people hack their Nintendo Switch or wii.
Looks like you didn't read between the lines. If you interpret it differently, it seems he's poking the developers to actually develop their competitive features, since whatever they've added in the past decade has done pretty much nothing in coercing players to not cheat.
In chat he mentioned that the next console likely won't be hackable, so all the vgcheaters will be be forced to train their teams in the future. Everyone wants GameFreak to add in a teambuilder to assemble a team as quick as external means. The lower the barrier is to entry, the more people will play (and popularize) their "esport".

Re-reading the tweet chains, all he does is detail how players cheat (poorly) and slip through the official cracks. Mentioning the faults of specific players or their general (mis)behavior is not blaming players. It's just stating facts like he does for regular datamining. You can interpret his tweets either way -- good tweets are neutral, and don't tell you how to think.

Used Shedinja to bait Kartana and Thundurus while Zacian took it out. Effectively wasted 2 dmax turns. This is the best meta since 2014.
