hair filaments are so fine that they bend light around them, and what you're seeing is less "hairs" than the cumulative effect of all this light being bent. it's really complicated and expensive to actually render that.
That's why the West settled for plastic hair helmets while Japan renders one guy's anime hair with more polygons than the entire surrounding world map has.

Two that engine was made for Battlefield where everyone has helmets or are bald under their helmet. EA tried to be cheap and use Frostbite to make an openworld RPG. It was buggy as shit and couldn't render anything right when that game came out. That is shit hair though.
That pixely shit is an effect of Screen Door Transparency. The hair itself is rendered well; it's the transparency technique that makes it look fucked up.
I primarily play RPGs but vidya graphics peaked for me with The Witcher III. Everything since, including Cyberpunk, looks like absolute dogshit because of inbuilt heavy TAA in everything. The screen looks so fucking blurry that my eyes hurt just looking at it. There's no fucking point to "realistic" hair strands when they obviously aren't realistic and don't work unless you smear the screen into 50 layers of post processing shit that add ghosting/artifacting/blur to hide all the faults. Fuck outta here with this retarded realistic shit.
This is why realistic video games are a mistake; we're terrible at getting things like this right, and the harder you try to look "real" the worse the whiplash becomes when you fuck up the way something looks.
