I don't think he needs to become part of Goku's group but it would be cool if he was still around somewhere in the universe and maybe found a slightly less destructive purpose in life
He kinda is alive, as Cell JRs they aren't actually dead, they regenerated after Gohan killed them and now live in the forest where 17 works as ranger.
Destroying the world you were born on always seems like really dumb idea. What was Cell going to do if he won? It makes sense for Frieza and Buu, Frieza runs an intergalactic business, so hostile factions can be eliminated via planet detonating, and Buu's entire impetus is to just cause chaos and destruction.
But for people like Cell it doesn't make sense beyond desperation.
I don't think Cell really wants to destroy the world contrary to what OP says. I remember a scene in the Cell Tournament arc where Goku is in the sky charging a giga homie Kamehameha and Cell's freaking out because his angle means it'll hit the earth and blow up the planet, on top of maybe killing him.
I thought he was mostly afraid of death, but believed Goku might be bluffing on account of aiming at the planet as well. Then Goku Instant Transmission'd and blew him in half from point-blank range.
Yeah, when you really think about it had Cell not have his regen hacks he'd be pretty fricking pathetic. At least Majin Buu is a product of Kai magic shit instead of just "lemekian cells on crack".
He lucked out in a lot of ways. Escaping Piccolo on his first encounter, Vegeta pulling a Vegeta when he was semi-perfect, Krillin smashing the detonator, and Goku feeding him all kinds of zenkai boosts before his fight with Gohan. Things might have gone poorly for him at any stage, but the consistent screw-ups on the good guys' (and Vegeta's) part paved his way to being a world-ending threat.
The point of the Cell arc really should have been about the hubris of the main characters and have them realize by the end of it how they need to take some things more seriously instead of just betting on their absurd powerlevels and zenkai boosts carrying them regardless of how stupid they act.
But then everyone acted just as moronic in the Buu saga, arguably even worse so, really nobody learned anything from Cell.

I think the difference there lies in the difference in opponent. Sure Cell had Namekian regeneration, but Buu is fricking magic. He's an evil genie and could come back from nigh-vaporization. So for martial artists used to punching and firing beams, this rampaging djinn might as well be a literal god. Nothing they did seemed to work and they were incredibly desperate for a solution.

The only reason Buu saga happened was because Vegeta had a midlife crisis. And it got worse because they entrusted the fate of the Earth to Goten and non-Future Trunks. It's rather telling that, when Goku and Vegeta were building a squad to save the universe from destruction, they were honestly thinking about rounding out the team with Yamcha. YAMCHA, whose last victory was a regular guy who happened to be invisible.
Cell was just a nihilistic pleasure seeker.
His plan originally was to hunt down and kill the inhabitants of earth slowly before destroying it and looking for similar entertainment on other planets.
I doubt he had a longterm plan or goal beyond having fun, which makes sense when you consider that he's essentially of kindergarten age and never even really had the opportunity to learn of any purpose in life beyond the pursuit of power and violence.

Based Cell, he was the true savior or earth, without him everyone else would be dead including jobcuck and bejita.

I always liked Cell the most out of the baddies. I think he was cooler one when compared to Frieza.
