I updated and didn't notice much difference. I usually just use the latest version because more bugs and shit are fixed. It's a minor update you can use either.
Eventually later versions won't support windows 7 so if that matters there may be a reason to keep old VS around. You can install multiple versions and use previous compilers in newer IDE.

Visual Studio has always been a shitty IDE for C++. Use KDevelop or QtCreator, the clang code completion is god-tier.
You've just got to use Resharper.
I'm pretty sure each new release includes a new version of MSVC with more support for new features.
