GTA CTW had drug dealing and it was awesome because they got rid of the stupid hidden items, meaning you had to buy your own guns and armor. IV improved on the vigilante missions, I wish they did the same for those crappy firefighter/ambulance missions.
Vice City is literally just Scarface except Tony Montana is played by Henry Hill and is devoid of any message or moral. It’s the most overrated game in the series.

If you like VC for it's scarface stuff, you should really check out the Scarface game, it's not VC but it's solid
Honestly, the premise is what kills it. Tommy is supposed to be this mob boss on the rise in VC and the game plays it out like it does, but in realty what we're doing is chump jobs for the other mob bosses in the area instead of actually being Scarface. Its like in Skyrim where you're the Dragonborn and everyone is supposed to suck your balls, but outside of the barebones story, everyone treats you like a chump.
Most open world games have that problem, I know for sure Saints Row 2 did. You're the boss but still doing so much leg work. Then again I don't think they can have a good open world crime gang where you sit on your ass doing coke and telling your underlings "Hey go kill this guy and trash his house" and then wait for them to report back. Even shit like having a driver and laying low constantly like bosses do would be boring in actual gameplay

The Scarface PS2 game kinda had some steps in the right direction with having staff you could call to bring stuff or sending them to pick up shit, but when your territories got attacked you as the boss seemed to be expected to always show up and shoot it out

Scarface also fell apart because the same thing that happened to VC happened to it. Halfway through the game, you'll be making more money than you will have ever spend, but Tony is still doing the drug runs HIMSELF despite just getting his shit together but I give that game some slack because it was never finished.

I can't think of much other than things that didn't really contribute to the story such as customizable cars, learnable fighting styles, driving/flying schools and such. Instead of making the game a Yakuza-style theme park full of minigames, they chose to make IV realistic and focused on the immersion.
Younger me preferred Saints Row when it came out even though it looked worse because it felt more like San Andreas, the older I get the more I appreciate IV for what they were going for.
The HD era was supposed to be more serious and mature than the whacky 3d games. Then morons b***hed and moaned about muh jet and now the series is stuck in GTA oniline shark card purgatory.
I think 4 does a great job of being serious with the main story while still having plenty of fun, comedy, and some wackyness. The Liberty City documentary on the TV was some of the funniest stuff they did, characters like Brucie, Roman, Bernie, etc. provided lots of comic relief, then you had the comedy club which was fun. There's plenty of serious and funny to go around.
I think most with nostalgia for SA likely haven't played it in years. I still love the 3D era games, but the gameplay, and gunplay specifically, has aged rather poorly. Playing IV with it's cover system and diving/rolling animations made the game feel like you were playing a movie, which I think was always their goal.

The fire truck with the game's physics would have been great, just drive around putting people on fire out, but you'd have to be careful with the fire of the hose, or you just blow people down the street into traffic to get run over.
Vigilante was pretty fun. Some sort of boat mission would have been fun, maybe running drugs from Alderney to Bohan or something to go along with Jacob's stashes.
The base game lacked side activities, but BOGT added some fun stuff.
