Rhydon as the first Pokemon ever implemented/illustrated has never been relevant in the Pokemon world, as it is only found in remnants of the code and early concept art.
Likewise, pseudo legends have never been relevant either. It's a name introduced by fans to refer to some loosely comparable Pokemon, but people sometimes treat it as an established concept.
