What am I in for and, why are there almost no mods for this game?
An aggressively okay game with oddly mid tier writing. Every environment is basically the same (small corporate outpost surrounded by hostile wildlife they accidentally enraged/mutated), and it suffers badly from trying too hard to be zaney. The antagonistic corporations also seem so devastatingly incompetent that it's hard to see them as a threat, or why people follow them at all.
I found the disguise sections kinda fun though, And I liked the combat cleaning robot companion and the preacher.

New devs are homosexuals and old devs are out of touch boomers still grovelling over the new stuff that new devs now consider to be old. This creates an atmosphere that results in the most generic most tasteless overpriced hamburger restuarant in Plano, TX vibe you will ever experience. They struck gold once with Fallout NV because what they were into then was still actually kind of cool. What these people think passes for cool now is yesterdays goyslop.

I have a hard time remembering anything about this game despite beating it 3 times
The first 1/3 of the game is pretty good, then it quickly goes downhill and the final 1/3 of the game feels incredibly rushed and unsatisfying. Play it until you stop having fun, then just don't bother playing it anymore because it won't get better.
It's a True Neutral 6/10. It succeeds at being a game. There are choices for the player to make, there are varied locations, items, stakes, lore, and NPCs are generally competently-written. But it has no heart. It takes no risks. It makes no effort to be gritty nor particularly stylised in its narrative or presentation. Its evils are cartoonish and its goods predictable.
To be fair, it's no Starfield whereby it's full of insanely baffling design choices and clearly unfinished systems. But it's nowhere near the spiritual successor to New Vegas people wanted it to be by way of its marketing, or what one would have hoped for via Cain and Boyarsky heading it.
For me, TOW's biggest failure was its aesthetics. It's the age-old problem of the game not living up to the concept art, but quite a severe example. There's nothing beautiful or aesthetically pleasing in the game, but nor is there anything noticeably disturbing or abhorrent. It's all just smothered in a blanket of 'OK'.
