Lahey made the show. Such a loveable yet hateable villain. Show sucked after season 4 and especially when they made him good. I can only imagine what atrocity they've turned it into nowadays though

I remember you can smoke in MGS, and it damages you. You can also take diazepam, and it steadies your aim.
In Deus Ex smoking murders you nearly instantly. Just what the frick are smokes for in this game?

It depends greatly on dose and personal tolerance. He may just be using a small amount, calibrated to have a specific effect for him. But taking a benzodiazepine is not something that snipers do in real life.
