They are not, SQUENIX simply said that they didn't think about R=U that at the time of FF8 development, but it's an interesting theory and they might use it if they ever go for a remake. I guess that desire materialized in Dissidia.
Basically, it wasn't intended and it originally was just a fan theory, but the dev ended up thinking it was pretty interesting and started pushing it themselves.

I won't say it will never happen. But it has a very low chance since FFVIII is in a weird limbo. It's not as popular as FF7 and 10, but still one of the highest selling FF games.
But the real nail in the coffin is how FF remakes have to have such ridiculous budgets. And with the way FF7 remake is going, nothing below FF7s popularity will ever be justified getting a remake of that level now. Yet fans also won't accept anything less than FF7 level now. Final Fantasy as a series is it's own worst enemy, constantly having to push the envelope in graphics and hype.

R=U on the other hand turns artemisia, which would otherwise be a shit climax non-character final villain with no proper build up or tension or drama leading to it, into a proper tragic character you can grow attached to throughout the rest of the game

Time in FF8 is just like time in DS2's Drangleic, convoluted. What if...Ultimecia created an alternate timeline the exact moment when they tried to assassinate her, and in one timeline - the one where we started - Squall dies, BUT his consciousness, his spirit was transferred into Squall from newly created alternate timeline where Ultimecia DID NOT pierce him and therefore he didn't die. Assassination attempt did try, but the result was different. That's the point.
