            Batman's superpower is "prep time". Honestly I think he is some sort of time wizard because dude has all this time to learn everything from mental meditation to block out psychic probing of his mind, mastering cutting edge (or alien) technology, keeping his body in peak shape, and maintaining a prolific cover identity. Im going to go out and say he also has regenerative powers because no one would be able to bounce back from an 1/8th of the shit he has gone through.

                He trained with a number of people before becoming Batman, Zatara was one. But I'm pretty sure he only taught Bruce Escapistry, Harry Houdini shit and maybe some stagecraft, not his Backwards Talk hoodoo.
                He also knows a number of Magic Users but his usual tendency is to call in a professional (usualy Jason Blood or Zatanna) and let THEM handle the magic bullshit. There's also some occasional Mysticism usually involving either Tibetans or in one weird story, an Alaskan Indian tribe which had a story about Bats that was one of the many inspirations for his taking up the mantle. This isn't exactly a retcon of "Yes Father, I shall become a bat" as much as it's a story of him figuring out how one BECOMES a bat.
                Might also be Non-Canon though.

              Under some writers, Gotham's water supply is tainted by overflow from the Lazarus Pits. The thing that strengthens/resurrects people but can drive them crazy.

        In New Krypton arc he literally defeats two full powered kryptonians with punches, when said kryptonians weren't even feeling the missiles and 50 cal cannons fired at them by the USA army...I guess his punches are so refined they hit with the strength of 1 billion tank shells

        In the girl from krypton from worlds finest he withstood punches from Darkseid that sent him flying from one side of Apocolips' capital to the other and every building in between which I assume they're made of something as strong as metal and rocks and he was not only alive but still standing and quipping

        The list goes on, he's write and "I win I don't care, my father works at nintendo, no I win lalalala I can't hear you I'm stronger" from decades. The only good runs he has are the ones where he's alone in Gotham dealing with Gotham threats

        Power point totals don't always scale with power level, there's even options in one of the books that basically let you trash it, or in that team supplement lower your power level for more point to spend.

        PL12 has 180 power points at character creation. So long as you don't break limits, there's nothing stopping you from keeping your game at PL12 forever and only earn PP. The game even addresses this style of play.

            So what you're saying is it does solve those individual interactions (as long as they make the persuasion roll), just not permanently because villains be villains, if they were mentally stable and/or had an ounce of honor they wouldn't be building death rays, extorting ice cream parlors, or selling super roids on the black market.
            At best you might convince the traumatized, belittled, and vengeful starry-eyed anti-establishment zealots (e.g. Heinz Doodenschmirtz & Dr Horrible) who have signed onto bigger organizations whose goals don't actually align 100%, because they think it's the only path to what they want (due recognition and justice), but in those cases money isn't terribly relevant to talking them down.

        They're using an array. An array lets you use the same amount of points for different powers/effects with the assumption that you can't use those powers at the same time. The base value of the array starts with the most expensive item, which in this case is the Batplane. Then, you can spend 1 point to use those same points used in the Batplane to create another power set - in this case, 1 point for the Batmobile and another 1 point for the Batboat.

          Power Level (PL) in Mutants & Masterminds determines your superhero bracket or weight class. PL10 is the default level and is for big-city/low-level national heroes like Spider-Man or Green Arrow. PL8 is the high-end of street-level. A PL16 character is galactic-tier and on the fringe of cosmic-tier (PL14 is where you'd find the likes of world protectors like Superman)

But in places like Earth their power levels go up and down like crazy mid-combat, both from emotions and from more sophisticated fighting styles that concentrate their energy into one part of the body while attacking.

      Kinda related mostly a blog:
      In my first and only M&M game I played Batman. though my Batman slightly different, he was still super handsome but not rich (actually strugling) and could fly, had echo sonar, sonic blacts and the ability to inspire fear to the cowardly lot through pheromones. Power were randomly generated in a different system but honestly fit pretty well with the "bitten by a radioactive bat"
      WB hired a group of villains to kill me for infringing copyright

      It had PL 10 (but with points as a 12) and that sheet blows me out of the water

    Batman isn't a player character. He's a dmpc with dm fiat. He's the guy who's already figured out the plan before you even got there because of course he did, he's played by the dm. If you attack him he's not only fully meta aware of your stats, his dice are fudged and rocks are ready to fall if you do too well. On the character sheet he's just some dude. In the setting, he's got god on his side. Any character can be the strongest when you're the guy making up the rules.
