          I beat game in the OP on the PS2 (sega) ages ago and didn’t have to buy a moronic pcb.
          They even included an option to map an input to do the joystick wiggling trick to get more gold.

    They were supposed to be set according to the situation. Start on a lower difficulty level to let players get accustomed to a game as it comes out and then increase the difficulty as players get better at the game or more of its secrets get out. It also depends on the foot traffic in the area. Less foot traffic you might slightly lower the difficulty to give players a longer play time and an incentive to come back to play again the next day as they passed through.

    If there were multiple cabinets of the same game sometimes one would be set to highest difficulty with a warning on the cabinet (mostly seen in Japan).

    Or some operators just didn't care and always left them at default.

    Depends if they wanted you to come back or not.
    A simple setup in the corner of a laundromat? Probably five to seven out of ten.
    A dedicated arcade in the city with a huge customer base? More likely eight to a full on ten.

    From experience 70% of neo geo games i played were on level 4 (default). 20% on level 1/2/3. 10% on level 5/6. Never seen 7 or 8.
