What would make horses more useful? You can have them haul your entire inventory worth of shit, climb mountains with them that would be impossible on foot and distract enemies. What else do you need?
I've never used horses in Skyrim, but I was aware of the climbing and horse bros fighting even dragons off, but I didn't know about the inventory

here's what i honestly expect:
** they will try to lock out "nexusmods" and any way of third-party distributions of mods.
** they will attempt to monetize the creation kit, likely as a "software-as-a-service" model with maybe a very basic, highly-crippled 'free' version just to avoid fan wrath.
** a small base game with many, many dlcs, emulating the grand strategy genre.
** abandoning ever having a "game of the year" edition for simply rolling up more dlcs into a larger bundle.
honestly, i expect es6 to have an active business lifespan of no less than 20 years after release. it would be shocking if they didn't try to monetize creation kit and mod distribution, since that's where they seemingly wanted to go with their first tentative steps with skyrim and fo4. f76 missteps aside, the overall arc of beth games has been more company control over their product, not less.

New to Bethesda? They were the company that popularized microtransactions in the first place. Remember the Horse Armor expansion for Oblivion? There was a lot of pushback at the time, but it subsided over time and people still bought that shit, so now nearly every game in the industry has these shitty little cosmetic items that it wants you to pay for.

I hope that the only way for Bethesda to succeed is to work as hard as they possibly can and die from overworking to make it perfect, and if it isn’t perfect then they go down as the worst video game company to have ever existed and remembered with hatred because that is essentially what they believe is the same as the Egyptians believed (not the Moses ones).

Better combat, maybe with detailed hitboxes so it matters how you swing your weapon
Functional mounts; that is, mounts that aren't bugged to high hell
Spell crafting

Dungeons that haven't been opened in 2000 years but somehow still have lit torches
Dungeons that are clearly just there for you to run through and grab loot and don't make any sense as part of the world, like in Skyrim and Fallout 4

The broken level scaling system from Oblivion (where it just made everything tanky at higher levels) and Skyrim (where enemies would never level beyond the level you were at when you entered their cell)
Shitty writing
