I have never heard this as a sweeping criticism of the whole game, only the final boss fight.
If anything, PW has the exact right amount of levity. Characters talk to each other like human beings, crack jokes when appropriate, and the game is filled to brim with small nods and winks.

Miller was just playing a role. Supposedly Miller and Ocelot are playing a role when they help Venom, that they are just playing along with the facade as orchestrated by BB, but Miller was already playing his role by the time of PW. Do you ever wonder where did Miller come from? He's just hanging out with Big Boss one day as if he had always been there. At the beginning of PW he says "we can finally leave that crap at San Geronimo behind", you could take this as Kojima just taking a jab at Portable Ops, which he didn't make, but it makes no sense in-universe. According to Konami, PO is canon, but Kojima ignores that plot entirely. In any case, back during the events at San Geronimo, BB wasn't accompanied by Miller but by a young Roy Campbell. It's as if Miller completely took over Campbell's role, they might as well have been the same character.

BB is portrayed in TPP as this mastermind who fooled the world, but he was just a pawn, from the start. He was set up by the higher powers to succeed at Groznij Grad and become the "greatest soldier in the world", it's all propaganda. Now he has all these people willing to die for him, including Miller who's seemingly just happy to be the right hand man. He's supposed to be the right hand man but he's the one telling BB what to do and "guiding" him. People are magically converted to BB's cause, captured in magical balloons. Compare to PO, where you have to drag people back to your truck and we are shown the methods they use to convince people to join the cause.
What is the real truth? PW may or may not be a retcon, depending on your perspective. Consider that its direct sequel, TPP, goes full schizo on the idea that basically nothing in the game is really happening, or it's all just a play, but this time the one being played is not BB but the player's self-insert. But back to Miller. In Miller's first voiced appearance, he is voiced by Banjo Ginga, but in that game he turns out to be Liquid. In his first actual (or is it?) voiced appearance, in PW, he is voiced by Tomokazu Sugita doing his best Banjo Ginga impression. And it's not like Banjo Ginga isn't around; He also voices Zero, including the secret tapes in TPP. Now, Miller ends up crippled AND blind by the end of TPP, then we're expected to believe he trained Solid Snake and made him the hero that can take down like 3 Metal Gears AND Big Boss himself, in that state. And then that he got unceremoniously killed in his home. Who was the real Miller? Was the voiceless Miller in MG2 the same one from the prequels? I highly doubt it. Consider Ocelot: He has a different voice at every age (MGS3/TPP/Old), and you know how autistic the japanese are when it comes to associating voices with characters. The change happens for a reason, all other characters stayed consistent throughout the years. Ocelot in TPP is NOT the same ocelot seen before or after. This is obvious from his completely different personality, which is not a problem because Venom doesn't know him.
Basically the entire "Mother Base Saga" is a lie. BB caught onto the lie, and decided to play along.
PW was the best because any and all chances of seriousness went out the window with a fucking bare chested snake plisskin copy holding a metal gear with his hands while a naked (bravo steve jobs del hideojuegos) e-boi (but not really (she's 26 bro trust)) is piloting it and some japanese idol song is blasting in the background
it's the best metal gear because of this one boss fight alone

You shouldn't play either, they're both shit. Play up to 4 and skip the PSP titles and V. Then jump to MGR if you want more.

The PSP titles add nothing positive to the series and have vastly inferior gameplay than 3 or 4.
V has good controls but empty grindy gameplay loop, and the game is unfinished and ruins what MGS4 hadn't ruined. Again, worse than 3 or 4.
4 is not great but at least it gives a conclusion. MGR has good fun gameplay and is decent for a spinoff.

Why was Kaz so butthurt that Big Boss personally save him in MGSV? He essentially backstabbed Big Boss so it's now wonder the latter wouldn't trust him anymore. If it was me I wouldn't even bother having Venom save him and let him rot in Afghanistan.
