FF9 fits right in with the system with its pre-rendered backgrounds and low res characters, not saying it looks bad because it looks good, does not fit with OPs statement

The jump to PS2 was a wild ride. I spent minutes flabbergasted that my character hair actually moved moved by the amazing technology advancements.

Because devs were lazy. They were making older style games for the market that is used to that type of games.
Few games actually used PS1 to the full 3d potential.
This game does absolutely look great, but the image is using emulation to increase the resolution by a large margin, I find more often than not this just reveals more flaws than was apparent originally
But then the same can be said about the monitor you are using and the tv it was meant to use.
In a sense I suppose, with CRT’s and all that, but we are talking about how advanced they looked at the time of release

TR3 looked better on PS1 than on PC, and not just optimization but complete particle systems like different rain and water effects, and different lighting. Some people complained that the console version is too dark, but I thought it adds immersion and forces you to use flares more often for soulful dark illumination. The lighting also makes more sens from realistic point of view, the game has many dark caverns and tunnels without sources of light that realistically should be pitch black. But the underwater section of London is indeed, hell to navigate because of complete lack of lighting.
To be fair I think the frame rate on PS1 were pretty unstable and low
But yeah, often the PC versions of games couldn’t do a lot of the effects and lighting made for console versions, of course games made for PC first shit all over the console games
If I remember correctly it wasn't even because of the hardware but because of lack of time in development.
I mean the cut PC visual effects.
Namco doubled the framerate of Ridge Racer on PS1 by applying a bunch of optimization techniques developed for R4
Oh yeah, I remember Gran Turismo 1 or 2 also had a special mode with higher framerate.
There are a few licensed games I found odd for being on PS1.
