sega simply license her from crypton to use in the games and some concerts. part of that deal unfortunately means she can only appear alongside other crypton characters, which is why you never see kasane teto or GUMI in any of the concerts. the sega copyright in this context would apply to the sega logo itself and the titles of the projects "project diva" etc. the character design credit belongs to Kei Garo.
hatsune miku's image is credited with a creative commons license for fair use, you are allowed to use her image on products you are selling for profit. exceptions would be her image is forbidden to be used in religious and political instances (but technically the voice can still be used)
also kind of related i'm hazy on the details but there was a dissolution of partnership between crypton future media and yamaha who helped build the vocaloid software when crypton decided to build their own software in-house. after this happened crypton lost the rights to the marketing term "vocaloid" which firmly belongs to yamaha. they now have to use terms like "vocal synthesizer" instead. perchance.
Teto and Gumi have both appeared in concerts alongside miku, though

i'm assuming the models they used were fan-made. sega has made the majority of models you are used to seeing miku & co. and know them as, but there are shit tons that are fan-made (especially the ones that are more "fully-detailed")
