No. Oblivion was an almost perfect game that was ruined utterly by level scaling, and while there are mods that try to remove it, you can never remove the fact that the entire game was designed around it. Oblivion was one of the greatest wastes of potential in gaming.
Yeah but it's incredibly unstable. I think it needs the most modding to get it good while Morrowind and Skyrim are at least serviceable out of the box. At least get something that fixes the horrendous level scaling. Outside of that Oblivion on average has the best quests in the series (main quest not withstanding), so it's at least worth a playthrough for that.
Oblivion is worth playing once, and only once. World and dungeon design is by far the worst in the series. You'll be actively avoiding dungeons unless a quest forces you into one. I would say the guilds are the only unironically good thing in the whole game, and none of them are exceptional either. Sidequests are the most overhyped shit ever but worth one playthrough. Most of them rely on "le hecking twist" and are linear as frick otherwise. You get absolutely nothing out of them when you already know what the twist is.
It's also worth reading the in-game books written by Michael Kirkbride - the Songs of Pelinal is a fan favorite. Everything else is mostly cynical lore rape.
And this is without me going into the extensive modding you'll need to do just to fix the moronic game design done by chimps.
I'll tell you, after experiencing it in full, you'll get this realization that most Oblivion fans are kind of mentally slow and there's a reason nobody takes them seriously.

There will be some kind of inner .exe encryption employed, similar to DRM solutions, to prevent modders from accessing or changing certain assets as part of Microsoft's social responsibility charge. Summoning will be removed from the game as part of a new Thalmor law that will continue being enforced even after the player overthrows them. There will be sailable boats, but they'll feel like hovercraft, not boats sailing on an ocean. Some cities will have a "river" that is actually an ankle deep creek. There will be "farms" that consist of a single home, two workers, and about 10 cabbages, feeding an entire "city". It won't be. The only reason people think it's in Hammerfell is because Bethesda registered the trademark "Redfall", and people thought "Redguard, Hammerfell" and just ran with it. We now know that Redfall has shit to do with Elder Scrolls in the first place, but the idea persists. Its very likely to either be Summerset Isle to continue the Thalmor story, or High Rock because it began development at the height of Game of Thrones and Witcher and they wanted a similar tone, similar to how Oblivion became the LOTR game because Todd watched the movies one weekend.

I think that if they managed to fill Skyrim full of diverse environments when it was previously known as "snow snow snow" they can probably do that with anywhere else too.
I think the only problem with High Rock is that it would be way too similar to oblivion in terms of visuals. Oblivion looks like how canon High Rock does with its medieval europe visuals, so I don't know how they would make the two distinct.

It’s time to let the player be emperor/King/ruler/ maybe even a saint. I know we become the mad god in oblivion and that was good. Whatever makes sense to the story or Provence. I will never stop seething about how all the cool worldbuilding established in Redguard/Morrowind got fricking retconned. We will never see the Imperial City as a canal city of ten thousand strange cults, with half of Cyrodiil being a vast jungle. There are no Akviri dragonriders, the Nordic old religion got completely gutted, Redguards got turned into generic Arabs, the Sload are completely forgotten.
Everything that was once interesting about TES has been sanitized, cleaned, refined into a cold marketing machine. Molag Bal is no longer the disgusting King of Rape, in fact all mentions of such have been increasingly scrubbed. Skyrim is generic mountain GOT land. Cyrodiil is generic pastorial fantasy land. The Imperial City is smaller than fricking Vivec City, with about the same number of NPCs as Belmora. Summerset was completely butchered in ESO (which is official canon) into the most generic possible land of literal disney castles.
I fully expect TES6 to be rock bottom, a point at which the series becomes indistinguishable from any other fantasy series. A video game equivalent of Amazon's Rings of Power.

I have almost 2k hours combine between skyrim and morrowind but have never played Oblivion, is it worth it
No. Oblivion was an almost perfect game that was ruined utterly by level scaling, and while there are mods that try to remove it, you can never remove the fact that the entire game was designed around it. Oblivion was one of the greatest wastes of potential in gaming.
Yeah but it's incredibly unstable. I think it needs the most modding to get it good while Morrowind and Skyrim are at least serviceable out of the box. At least get something that fixes the horrendous level scaling. Outside of that Oblivion on average has the best quests in the series (main quest not withstanding), so it's at least worth a playthrough for that.

This is actually coming from the unofficial patch, not the game itself.
Oblivion is worth playing once, and only once. World and dungeon design is by far the worst in the series. You'll be actively avoiding dungeons unless a quest forces you into one. I would say the guilds are the only unironically good thing in the whole game, and none of them are exceptional either. Sidequests are the most overhyped shit ever but worth one playthrough. Most of them rely on "le hecking twist" and are linear as frick otherwise. You get absolutely nothing out of them when you already know what the twist is.
It's also worth reading the in-game books written by Michael Kirkbride - the Songs of Pelinal is a fan favorite. Everything else is mostly cynical lore rape.
And this is without me going into the extensive modding you'll need to do just to fix the moronic game design done by chimps.
I'll tell you, after experiencing it in full, you'll get this realization that most Oblivion fans are kind of mentally slow and there's a reason nobody takes them seriously.

combat: if they're gonna go for realtime non-diceroll combat, they need to make it some sort of skill-based thing. copy something like mordhau, chivalry, KCD, whatever. no more R2 spam. not sure how magic would work.
bring back custom spells. bring back making potions anywhere with apparatuses. bring back all the cool effects that got removed from Skyrim. bring back attributes and all the cool skills that Skyrim lost. let me fortify my jump height and run speed so i can be a roof jumping bow sniper assassin. make the world fully seamless instead of loading screens in and out of towns so we can fricking levitate again. create reasons to use levitate, like floating island far away that require the longest lasting potions.
remove crafting, except maybe for arrows. crafting completely disincentivized dungeon crawling. i never crawled dungeons i came across in Skyrim unless they were part of a quest. in Oblivion and Morrowind, i crawled almost everything i saw, knowing there was a decent chance i would at least find some high gold value loot, if not a brand new weapon to replace my current one.

Summoning will be removed from the game as part of a new Thalmor law that will continue being enforced even after the player overthrows them. There will be sailable boats, but they'll feel like hovercraft, not boats sailing on an ocean. Some cities will have a "river" that is actually an ankle deep creek. There will be "farms" that consist of a single home, two workers, and about 10 cabbages, feeding an entire "city". The climate of Hammerfell will have inexplicably changed so that each constituent region has its own unique biome, with a desert region, a forest region, a snow region, etc.

I want AI for everything. I want speech to text in order to ask NPC questions about the world. Things like "Can you show me to the blacksmith" and thhen have them lead you to wherever you wanted to go. Have them have text to speech so they all can talk back.
chat bots exist already, It's amazing that no RPG has used them already. You can give them knowledge of the game world based on their int, location, race, ect.

AI in these games has been the most exciting feature by far. Do you not remember the whole deall with oblivion and the girl testing magic on an annoying dog? People were psyched for the AI of oblivion but what we got was dogshit.

I think the only problem with High Rock is that it would be way too similar to oblivion in terms of visuals. Oblivion looks like how canon High Rock does with its medieval europe visuals, so I don't know how they would make the two distinct.

It’s time to let the player be emperor/King/ruler/ maybe even a saint. I know we become the mad god in oblivion and that was good. Whatever makes sense to the story or Provence. We are routinely saving the entire world and lands with no realistic reward. It made no sense how we could not become king of skyrim. We speak dragon and save skyrim/the world. I like starting out as no one but come on. We should be at the very least mega powerful lords by the end of the games. Or at least give us a damn good reason why we could never be a ruler of anything in the games. Like if I become Hercines champion I can control wolves and become one. I get cool demigod powers but that would make it so nobody would be okay with me ruling anything because they fear me.

also have something like Morrowind where you join a House and have an estate built and are now nobility. But add a lot of new social features when you do, ability to visit other nobles, new quests opening up, political gameplay, etc.
I play games to be the hero not lord of the manor. If I wanted that I would play the sims.
I hope they add more variety to quests. Going into a Dungeon to fight Draugr for 90% of the quests did get a bit stale

I will never stop seething about how all the cool worldbuilding established in Redguard/Morrowind got fricking retconned. We will never see the Imperial City as a canal city of ten thousand strange cults, with half of Cyrodiil being a vast jungle. There are no Akviri dragonriders, the Nordic old religion got completely gutted, Redguards got turned into generic Arabs, the Sload are completely forgotten.
Everything that was once interesting about TES has been sanitized, cleaned, refined into a cold marketing machine. Molag Bal is no longer the disgusting King of Rape, in fact all mentions of such have been increasingly scrubbed. Skyrim is generic mountain GOT land. Cyrodiil is generic pastorial fantasy land. The Imperial City is smaller than fricking Vivec City, with about the same number of NPCs as Belmora. Summerset was completely butchered in ESO (which is official canon) into the most generic possible land of literal disney castles.
I fully expect TES6 to be rock bottom, a point at which the series becomes indistinguishable from any other fantasy series. A video game equivalent of Amazon's Rings of Power.
