I mean you were already a courier. The backstory is pretty much that you once delivered a package to this location and that you are most likely from NCR territory. Everything else is just Ulysses' schizo canon.

Imagine if instead of this shit they just added a DLC in legion territory, giving them more than like 3 quests total. I mean, I'd gladly give up every NV dlc to have a fully realised version of the game since they range from mediocre to not even worth the effort of playing through.
To be fair, lonesome road's environements were actually interestingly designed and fun to explore. Base game Fallout 3 and New Vegas have terminally uninteresting landscapes.

The Marked Men were pretty interesting as a concept. Sand fried ghouls of two former nations coming together after they were locked away from the rest of the world. Surprised at how quickly they turned to cannibalism maybe roasted Tunneler ass doesn't taste all that good compared to Marked jerky. And irradiated Deathclaws are even more of a pain in the ass to hunt compared to their Mojave counterparts.

I think it's best to take everything he says with a grain of salt and remember that Ulysses is irrational, heavily biased and very likely wrong about a lot of things he says. And I think he's more supposed to challenge the player's viewpoints, not give end-all refutations for why a player might choose the NCR, Legion or House.
I think a lot of people give everything he says too much weight because it's well-known that he uses some of Avellone's own criticisms of West Coast Fallout's setting and talks in prose. However, the player has no real reason to believe anything he says about The Divide prior to being nuked, or anything he says about the Tunnelers is true.
Listening to Ulysses's prior activities from his tapes give a lot of insight into him and all show that he can be very short-sighted and hypocritical. His razing of New Canaan isn't unlike the Courier destroying the Divide and shows he's fine with disregarding history and culture despite his lectures. He wears the American Flag despite his angry over people using symbols they do not understand. He clumsily reawakens the Think Tank and sends Elijah to the Sierra Madre, which was him not considering the effects of his own actions and he even tries to nuke Dry Wells and the Long 15 which precisely what he's angry about what happened to the Divide. He was meant to be wrong.
Ulysses also overhypes threats considering the existence ending pants shitting terror he experienced with the Think Tank which just gets solved by having a brain and a shotgun. This is why tunnelers are a non issue.
