His success is coupled with Ash's. Whenever Ash wins a badge, Gary automatically wins two. All it takes is wait for the delivery.

You can see the boulder badge, cascade badge (which the sister gave for free btw, so not an achievement in the anime) and the celadon city badgge, which i forget the name of.
The problem is that the boulder badge and the cascade badge look fake as well
That's due to shitty animation. Gary had a squirtle so he wouldn't have any trouble beating Brock, also he has arcanine for Erika. Again the cascade badge was given for free so he likely took it before Misty went back to the gym.
Rainbow Badge is from Celadon City. Gary might have gotten two badges from both of the rival gyms from the Showdown at Dark City episode before Inspector Joy shut them down.
Strong enough to power through several rigged unregulated gyms in minutes. Sounds like Gary alright.
He had a car and lots of strong pokemon. That's why Gary losing to Ash in the serious tourneys will never stop being funny. He was spoiled and still lost.

At a glance, the bottom rightmost badge could be from a Normal gym, though it might also be meant as a glacier for Ice. Steel could also apply, though that was unknown at the time.
The top rightmost badge resembles a magatama, so it could be Ghost, although I could also see it being a fang or a beak for Dragon or Flying.
The square beside it reminds me a lot of Porygon, so I could see that being another Normal gym, or perhaps an Electric gym run by a scientist who includes Porygon in the same way Sabrina had a Venomoth.
The green and orange shield could be a lot of things, though Bug or Fighting feels the most likely there. The one above it is also hard to make out, but the best guess I have is stylized fists or cliffs for Fighting or Ground.
The one next to the Cascade badge could be a bell, but might also be a mushroom for a Parasect focused gym, so Bug or Grass.
The only one I can't quite puzzle out is the other red badge. Fire is probably a safe enough bet.
