People mistake Chigurh's character as being le psycho joker man rather than a deranged guy with deranged values. This is no more evident than in the coin flip scene, where he's grilling the clerk. Obviously the clerk did nothing wrong to any sane person, but Chigurh is not sane, so he starts trying to get the clerk to commit some faux pas that "deserves punishment." This results in Chigurh rationalizing the clerk did so because he (technically) started lying (because he was deliberately creeped out by Chigurh), and then admitted he merely inherited the gas station, which Chigurh decided was embarrassing, and so on. This is all very cerebral and few people can really infer the "logic" Chigurh employs, but it's consistent without being so consistent that a savvy person could game Chigurh, which is ultimately why he's such a dangerous person. You never know if you'll get off scott-free for being honest, like the fat trailer park lady or the accounting guy, or Chigurh will decide his murder-boner needs to be appeased and he's just going to project astral autism at you until you slip up and he gets to kill you. Even the cop at the very beginning (the one on the phone) does this, because he doesn't go through proper protocol (not seeming to figure Chigurh is dangerous) and thus he's "punished" for it.
tl;dr Chigurh wouldn't cheat but if you did he'd end up in your living room a few months later asking you to call a coin flip.
I think the scene with the clerk is just him playing with him for fun. He enjoys the feeling of power and the knowledge that he could kill him if he felt like it. The fat lady only survives because Chigurh hears the toilet flush and realizes they aren't alone and doesn't want to take unnecessary risk. And I always assumed the accounting guy died. In fact Chigurh kills or tries/wants to kill basically everyone he meets.
A very important scene is the one where he's driving and shoots at a bird just for fun. There's no reason for this. He just does it because he enjoys it. He is actually very human and not some terminator that's purely logical. I don't think he has any complicated moral code or values, beyond might is right, in fact he seems to have disdain for such codes when he makes fun of Carson Wells before he kills him: "if the rule you followed led you to this, of what use was the rule?" I don't think he believes in any rules other than the law of the jungle.
