You can't beat the combine in a straight fight.
He wanted to buy time for us to find their weakness. Eventually he realised they have no such weakness, so he gave up and focused on giving himself immortality/exploring the cosmos.

He was made by known scammers who commit false advertising and fraud.

Valve screwed over the Artifact fanbase by cancelling the Artifact 2.0 beta without even allowing users to invite friends like they said they would in January 2021 and does not deserve your financial support for these gross consumer-unfriendly practices.

hating dr. breen has to be the single biggest midwit filter in all of vidya. if it wasn't for his deal with the combine after the 7 hour war all life on earth would have been eradicated. even if he has his own personality flaws (megalomania), that doesn't change the fact that he directly secured humanity's continued existence and that without him, the resistance could never have won against the combine in episode 3.

but no man on screen evil because he doesn't say what I want to hear

He's an interesting figure precisely because of the tragic nature of his situation. He seems to be a man pretending to be in a position of authority, but ultimately powerless against the whims of his masters and ultimately beholden to them. At best, he can console himself that his "measured approach" saved lives in the margins that the combine would have had few foibles about killing.

But what does it really matter if you're a collaborator to the subjugation of your species? Is he the martyr who did what he could to protect mankind even as he was tyrant in chief? Or a sad man who secured his own safety while justifying it to himself? Probably both.

Breen did nothing wrong. The combine saved humanity. They have contained the spread of xen fungus that would have killed everyone anyway. The fact that the world is on its knees and the environment is fucked up isn't their fault either, it was destroyed before their scouts arrived. Despite having every reason to finish us off, after we attacked them unprovoked, they saved humanity and began to rebuild the Earth because they saw value in us, value that Breen made them aware of.
    >But the what about reproduction, humanity will die off
There aren't enough resources on Earth to allow humans to keep breeding like rabbits. You know people would be popping out kids left and right, its human nature to do so in times of crisis
    >But what about using headcrabs as weapons
Perhaps cruel, but they also genetically modified the headcrabs to no longer reproduce, there would be many many more headcrabs in the world without the combine than with
    >But the augmentations
A pathway to become more than human and enter their fold as space faring shock troops. A better fate than death. High value humans were to be made immortal.

making him such a cartoonish dick in person was a mistake, I think they even have him feel up alyx like a creep, would have been interesting if they played off his selfishness and pragmatism as being regretful but he's really just an evil busybody admin, nothing more to him.

Went insane from the existentialist nightmare of personally experiencing just how big the universe really is
    >ancient stars colonized by sentient fungi. Gas giants, inhabited by vast meteorological intelligences. Worlds stretched thin across the membranes where dimensions intersect...Impossible to describe with our limited vocabulary!
