MGS4, most likely. It all can be traced back to Kojimbo and MGS4.

It was long and many steps.
They messed and lost Team Silent
    They lost Iga
    They lost Kojima
They made MGS pachinko and Survive have a checklist of everything people disliked about gaming at the time.
They sent Castlevania to be raped by Netflix
They gave Silent Hill to some Youtube game thing and then again to Bloober.
They turned Bomberman into coomer bait
    They ignore Fox Engine
They ignore many classic IPs like Contra and Parodius.

Ultimately it all goes back to the PS3 era of Konami. Everything went to shit for them after the PS2.

Giving kojima free reign also developing the fox engine only to ignore it and not use it. Also the idea to develop game engine from scratch doe every mgs game rather then using off the self engine was such a waste.

Never, really. They are bigger than Capcom and Square Enix, you know. They also quintupled their revenue after firing Kojima.

    Gen VII buck broke them.
Then they funneled everything into Scam Jimbo El Kojimbo projects and La Creatividad went unhinged. I am pretty sure watching Kojima take 10 hours of unedited footage of Stephanie Joosten feet because he said "it was important for the project" and then get a C list celebrity plus a bunch of licensed music tipped them off.

The issue is that after MGSIV, Kojima was the only guy the had left, they had been undercutting their other studios and handling their ips to baka gaijin, the same mistake Capcom made several times and I need to say Climax and Double Helix did try but they were working in awful conditions with a miserable budget.

Konami should had told Kojima after MGS3 to calm the fuck down with the budget and keep churning games for handhelds. Their DS and PSP games were great, Kojima threw a shit fit because Portable Ops was better than he would had imagined, going as far as to take a moment in Ground Zeroes to state how it did not belong with the rest of series, despite PO superior writing compared to that of MGSV as a whole.

Piss Waker was made by Kojima to prove they cannot the series without him, it is funny how much better it is than MGSV but simultaneously PW ruined the series.

It's the fucking Creatividad's fault that they stopped making games.
Fuck Kojima, he is no better than Con-Man Inafune.
Difference being in the fact that Kojima want's to suck celebrity dick at the nearby Hollywood Starbucks.

Going way too hard on MGS that Kojima became everything holding their company and games together. Konami was already in trouble before Kojima left.

He's the reason Lords of Shadow was greenlit too and why Castlevania has been fucking dead and reduced to a pozzflix show.

Not being a video game company from the onset and never fully relying on them. Video games were something they branched out into and made money from unlike most 3rd-party publishers, so they were more aggressive at chasing the dollar even back in the day. They didn't go full retard until 7th gen when Japanese games were really suffering but the cracks were showing earlier on, from major things like Silent Hill falling apart to basically killing the Bloody Roar IP in record time by forcing the dev team to make a brand new game on Renderware (an engine the team had never used before) in 1 year leading to the only bad game in that series which also flopped.

Modern Konami at least seems to understand that people want their classics ported so they've gotten a lot of collections put together, but their new titles have basically zero quality control if the most recent Contra and Silent Hill Ascension are anything to go by let alone everything coming out of Bloober in the lead-in to SH2 Remake. Even then they ignore chunks of their history anyway, with the Castlevania & Contra collections ignoring the titles under the ReBirth label that is to this day Wiiware exclusive.

In retrospect despite how funny it was, the 2010 Konami E3 showcase should've been a red flag that they were never truly going to give a shit ever again. Nowadays they keep their rhythm games & Bomberman on life support while pumping out collections and a string of outsourced Silent Hill games, and Bomberman would probably be dead if not for Bombergirl & the Battle Royale mode in the R games.

When 32-bit consoles came out and they didn't immediately close their company and demolish the building. There has never been a drop in quality between generations like SNES/Genesis Konami turning into PS1 Konami.
