There's no way to drop Heatran to UU without literally turning OU into Ubers.

that's not the issue, all of the unique bans have been for versatile mixed attackers (Mag, Cinderace, Kyurem) or unwallable behemoths (Urshifu, Dracovish, Garm). Kyurem is the only mon on the list to have 600+ BST, while Urshifu has the second most with 550.
Zamazenta-C with its 720 BST was also suspect tested in OU and was literally worse than all of the above mons.
The Cinderace and Kyurem bans were awful, really pushing the idea that Smogon can't predict.
Heatran has an amazing defensive typing and excellent defensive stats with common weaknesses that cut right through the defensive stats. Offensively the typing is average, with Fire being good but Steel only really good against Fairy (who otherwise can't touch Heatran anyway).
Even if you gave it 680+ BST, as long as it has a defensive spread and ability it wouldn't be too broken. It's guaranteed OU for life until OU finally becomes Ubers Jr

Heatran with 100 base HP and recover would no longer be checked by Chansey, Blissey or Toxapex.

I think it's more accurate to say that certain Pokemon are just benchmarks.
Mewtwo will never be OU for the same reason Staraptor will never be UU.
Because if they don't have anchor points, every Pokemon would just get pushed down.
It would drop to UUBL because Heatran would rape UU and OU would have to be some really fricked power crept meta. Like so fricked that grassb bug and flying mons can't check EQ and ground spam.

Levitate, because now it doesnt need to use an air balloon as an item, and can thus run something better, like maybe leftovers so it can have somewhat more consistent Eruptions. Now it can belt out hits on Lando without much repercussion, which would immediately make it ubers.
A better heatran in every regard would cause it to drop to UU(BL).
Speed Boost.
Sure, Flash Fire is a better ability for it overall and giving it Recover would make it a lot better but it'd never reach Smogon's ridiculous standards for something to be considered defensively uber so might as well aim for offensive uber of some sorts.
The best way to dropping something out of OU is to remove the things it counters.

This is just not true. Even without those countered mons, Heatran is still a powerful, solid mon, really strong both defensively and offensively and with a great movepool. It can put a lot of pressure with Magma Storm, Toxic, Lava Plume or even the remote threat of a Scarf Eruption set, so even would-be counters like Lando or Garchomp have to switch in way more carefully than they'd like to. It's telling that one of its best checks (the only mon it needs an specific move for) is itself

Magma Storm becomes 100% accurate and has the same trapping effect Sandaconda/Centiskorch’s G-Max moves (they keep the target trapped even if you switch out or get KO’d).
A lot of people think Levitate would make it broken, which it would make it great, but nothing OU can’t handle. It’s still allergic to common offensive moves in Fighting and Water, and you’d need to choose between a Fire Immunity for Volcarona, or a Ground immunity for Spikes and Landorus-T.
Making Magma Storm like G-Max Sandblast would be insanely game breaking. So much so that Ubers might ban Heatran too.
Just imagine, your opponent sends out any Heatran check, you click Magma Storm while Heatran is holding Binding Band, and now that target is trapped for 7 whole turns if they don’t have U-turn or Shed Shell, and effective 6 turns if they have Teleport or Parting Shot (since Heatran has taunt).
If they had Volt Switch as their only means of escaping, you can switch to Garchomp or Landorus-T, set up 6 turns worth of boosts, and then sweep. In Ubers, you could Magma Storm+Taunt Blissey, then switch in Calyrex-Shadow to set up Substitute with multiple Nasty Plots.
