Non of them work for that. In fact there are no rpgs do what you're looking for.

Morrowind or Daggerfall. Though all those politics are in the lorebooks and dialogues and not anything you can do anything about.

Kingdom Come Deliverance is the answer my friend.
Don't get filtered by combat and it's exactly what you're asking for

Tyranny probably. The ending kinda falls apart, but what's there is pretty good.

      There's nothing medieval about Tyranny.

There's nothing magical about Kingdom Coom.

Shit, I missed that in the op. Still. Great game
Maybe the real magic is the friend you make along the way

I mean if you want politics and magic, Tyranny is close.

I can't think of really anything that fully meets OP's requirements, so we gotta branch out a bit here.

Yeah, I second Tyranny. I did a pro-Kyros playthrough as a mage and it was a blast. The magic is fun and intuitive, and I would say the whole game is basically politics.

Triangle Strategy comes close to what you want, though you personally aren't magical. Your fiance and a few other characters are though.

Fair warning, it's extremely slow for about the first 4 chapters, but once it gets going, it's pretty alright.

Seconding Triangle strategy. Probably the most politics heavy RPG where you have a say in matters I've played in a while. Though yeah, the protagonist is pure swordsman so doesn't hit every checkmark.

This is actually a good one. The Witcher series in general is a good rec for this

Kingmaker has actual political decisions and magic but I wouldn't call them 'old timey medieval' really.
Pillars is just reading endless globohomosexual dialog written by reddit pseuds so if that's your basis of comparison Kingmaker is like the Spanish Inquisition though.

wotr pulled me out of the medieval immersion with the first Black person
in da origins there are some of it when you go to a trial against loghain
in pillars of eternity there are Black folk again but you have that republic questline and the royal thingie in 2 but thats colonial europe with guns and stuff, not what you're looking for

If a black person in a 100% constructed fantasy game really ruins your immersion that much, you got problems my dude.

Maybe the Pathfinder crpg games, there is some low level politicking in both of them
The Withcer series also has political stuff and magic, particularly Witcher 2.
The Dragon Age series got some political stuff in them. Particularly in Origins and Inquisition.

I don't think many games really delve into politics. At least not from a legislative or managerial sense. I mean I know a lot of games have like wars and shit so there's a lot of stuff about border politics, court corruption and backstabbing and the like and you know that sort of thing but very rarely is does it go that deep into the more nuts and bolts.

Greedfall has you play as a royal diplomat. It's basically a budget third person action RPG with a similar feel to Mass Effect or Fable (but slightly worse). It's a decent game if you really like the early colonial era vibe.
