Yeah, I second Tyranny. I did a pro-Kyros playthrough as a mage and it was a blast. The magic is fun and intuitive, and I would say the whole game is basically politics.
Seconding Triangle strategy. Probably the most politics heavy RPG where you have a say in matters I've played in a while. Though yeah, the protagonist is pure swordsman so doesn't hit every checkmark.
Kingmaker has actual political decisions and magic but I wouldn't call them 'old timey medieval' really.
Pillars is just reading endless globohomosexual dialog written by reddit pseuds so if that's your basis of comparison Kingmaker is like the Spanish Inquisition though.

I don't think many games really delve into politics. At least not from a legislative or managerial sense. I mean I know a lot of games have like wars and shit so there's a lot of stuff about border politics, court corruption and backstabbing and the like and you know that sort of thing but very rarely is does it go that deep into the more nuts and bolts.
Greedfall has you play as a royal diplomat. It's basically a budget third person action RPG with a similar feel to Mass Effect or Fable (but slightly worse). It's a decent game if you really like the early colonial era vibe.
Non of them work for that. In fact there are no rpgs do what you're looking for.

Triangle Strategy comes close to what you want, though you personally aren't magical. Your fiance and a few other characters are though.
Fair warning, it's extremely slow for about the first 4 chapters, but once it gets going, it's pretty alright.
