That's an oxymoron, anything real world past the XX century is fricking garbage unless you want to go cyberpunk, which is basically fantasy since the actual cyberpunk we're experiencing right now is fricking neutered soigobbler iPhone shit with none of the cool vaporwave and robots.

Overt fantasy settings in fhe modernity is not particular popular as they don't really work RPGs.
Roleplaying a office workers is stupid.
So usually in modern setting RPG you have hidden politics (Vampires, Dresden), investigation (delta green, call of cthulu) or heisting (Cyberpunk).
The first two work better if you play the secret society rule as that allows the player to A) Understand geopolitical and cultural effects better and B) make the character understand his character better.
The only other option would be stargate for a RPG setting.

Additionally noone wants to create one as how society changed with magic, gods and races is hard to think about. The only setting (Bright) just straight up ignores it and makes the setting, slightly less racist LA.
So the solution was add magic later, which is shadowrun.

A lot of the problems with modern fantasy stem from the 'harry potter effect' (for lack of a better term) where you have to believe that there is some kind of parallel culture living in secret among out own that both has not been exposed somehow AND is anachronistic as frick to still ape the mood and aesthetic of shit that was written centuries ago. This is never, ever believable because it requires too many contrivances and everyone involved has to be very stupid for no other reason than to persist a masquerade that serves no one just so that the author can pretend that this is the real world.

Trying to pretend that there is an entire world of magical bullshit that has secretly been here the whole time justc reates too many issues. Either the magic is so minor that no one notices it is there, you have to have magic vision to see monsters in the first place (which also means that monsters can shit must not be able to affect people who don't have the sight, or out world would be FULL of unexplainable shit happening around us constantly) or there is a global illuminati with very-omnipotent power that exists just to prevent some fricking normies from knowing elves are real because... just because, okay?

What you should so instead is have a modern world where magic is both a recent issue, and one that is 100% out of in the open.

So lets talk about Cop Craft.

      >Either the magic is so minor that no one notices it is there,
      How is this an issue?
You also forgot the option where magic is real and in the open but most people just don't give a shit. Like if all the sages in Asia who claim to be able to float or knock people out without touching them actually could do that, or the native shamans laying curses or talking to spirits, western mystics summoning demons, etc. were real but life went on just like it does anyway. Some rogue disciple might commit no-contact KO crimes and if they're low-tier they get arrested anyway and if they're high-tier then regular people won't hear about it anyway other than maybe the aftermath.

The problem is that kind of setting doesn't actually work. Or rather, it works just fine but there is no way that such a setting would resemble modern Earth in any way but some of the technology. In a world where magic is REAL and everyone knows it, magic is going to change the course of history. WW2 would have been rife with demon summoning as people got desperate, the cold war would have involved actual literal mind control, etc.

These sort of settings can be a lot of fun, but they only really work on very small scale where you don't have to think about the rest of the world. Little Witch Academia is an excellent example of this, because its world has baked-in answers for why magic doesn't get used everywhere and solve all problems (its drying up, and can only be used in specific places where the magic is still running) and the magical tools we see the witches use have clearly advanced and become more sophisticated alongside normal technological development. But even LWA admits that such a world CAN NOT resemble our own, not really, and takes great strides to not even mention the names of nearby countries because their history has to be so very different from ours. It may have cars and soccer and TV and shit, but it is in no way 'our world', even if magic has been on the decline for centuries.

          >WW2 would have been rife with demon summoning as people got desperate, the cold war would have involved actual literal mind control, etc.
So just irl conspiracies but real, which change nothing overall. Nazis turned to the occult in a bid to win the war and failed. Both sides of the Cold War attempted to use mind control for a tactical advantage and whether they won or not nothing big happened except maybe in the hidden realm of government espionage.

            >So just irl conspiracies but real, which change nothing overall.

Except that if IRL conspiracies were real, the world would be VASTLY DIFFERENT. A world where Hollow Earth lizard people are real, and they are putting chemtrails in the air to cause 4g internet is one that is fundamentally different from anything we would call reality.

If you have to say that no use of magic in all of history has ever mattered, it has never once changed the outcome of any important event, what the frick are you even doing? You are bending over backwards to intentionally create nothing because you know that logically the world should be immensely different.

Its not just wars, either. In a world where magic can cure disease, does the covid-19 pandemic still happen? Its recent enough that I can feel you rolling your eyes and saying that doesn't matter, except that it DOES because its something that has had a tremendous impact on politics, culture, and economies around the entire fricking world. Remove the pandemic, and nothing from the last 3 years is recognizeable. And you are proposing that hundreds, thousands, of such differences across the last 2000 years have all amounted to nothing different from the timeline where none of that happened. Its insultingly stupid.

Conspiracies are predicated on the idea that the world is the way that is because of them, not in spite of them. Ditto folklore and mythology.

Correct, but ultimately irrelevant to the point that a world such as they imagine and the one we actually live in have very little in common. In my reality, I get on a plane to go and visit my parents and am mostly just bored for an hour. In theirs, halfway through the airplane safety speech I am gassed, knocked unconscious, and pumped full of hallucinagens that make me THINK I was bored for an hour so that I don't look out the window and notice the world is flat, all the work of a vast, secret multi-trillion dollar financial empire that benefit from this by selling... globes to schools? Or something?

                Concession accepted.

why does it HAVE to be the same history as our world? like, if people live in houses similar to ours and in the morning brush their theet and go to work at the office or factory driving cars (i'm going to assume magic ins't integrated into everyday life, otherwise it wouldnt resemble the modern world, which is what we want), it will feel like a world similar to ours, even if the past history is all different and the countries all have different names and borders.
beside, we could also assume that, if everyone in the major conflicts had similar access to magic, maybe things COULD have gone in the same way. the stronger army is going to win regardless, even if there are legendary heroes and wizards in the ranks of both.

                Because she misread the OP.

But Kennedy was killed by a time traveller IRL. The lizard people are why most humans have a primal fear of reptiles. The world isn't flat, that's nonsense. Pelosi & Mitch just engineered that lie to catch fire to distract from them trafficking little kids to the fae in exchange for life extention. There were no planes on 9/11, that was collateral from a dragon attack that was covered up. That's why we don't let them south of Canada. I know all of this because my grandpa told me stories about how his unit was sworn to secrecy after killing a demon summoned by the krauts. The government told them it was just a nazi high on meth, & wearing flayed skin but my grandpa saw the cloven feet & the hellish horns.

            >why does it HAVE to be the same history as our world?

Because 'fantasy in the modern world' and 'a fantasy world that has developed a modern standard of living' are two entirely different prompts, and OP asked for the first one.

Cop Craft is a show from a few years ago that was kinda crap because it had NO budget, based on some japanese books. The premise is as follows: about a decade ago a portal opens up out in the middle of the ocean to another world, and on the other side is a fantasy setting. This has probably happened before in our distant past, explaining some cultural crosscontamination. Importantly, the hole isn't that big so you can really only fit small boats through, creating a serious choke point. Nobody is driving an aircraft carrier through this thing.

Both sides poke the portal for a bit and try to explore each other's world, resulting in a brief but extremely chaotic war that ends in a functional stalemate. We have better tech, they have magic we don't understand, and every skirmish between the two ends up being such a clusterfrick of dead bodies that both sides want this over with.

Ceasefire is signed, diplomacy happens, and limited trade and travel opens up. Fantasy world is still in the grips of monarchies and feudalism, because you can't really overthrow the king when the king can summon fricking angels to defend his divine right to the throne. As a result, once travel starts to open up a lot of fantasy peasants immediately try to flee to Earth because democracy and shit sounds super cool.

The nearest island to the portal on the earth side of things gets redeveloped into a major city, and is basically fantasy/Earth crossover Hong Kong. Thats where the story takes place, following some police who work there and the bullshit that is their lives.

Take this same premise and expand the radius a bit, and you can have your cake and eat it too. The modern world elements are recognizable because up until recently it was identical. The magical shit is invasive, with more of it unknown than it is known, and lots of room for out of context problems no one knows the solution for yet like real vampires and shapeshifters and shit. Good campaign material.

Conceptually I find the idea of a campaign set in the aftermath of a masquerade break to very interesting as you get a lot of potential for interaction between the mundane and the magical and many possible player goals like basic survival, making a ton of money off of magic crack or vampire blood, or trying to resolve the ongoing panic to reestablish relative peace

Unless magic is common and can be done by almost anyone, have the fantasy aspects be hidden behind a masquerade, kinda like
      kamigakari does.
My current setting isn't that modern yet but there are so many different forces acting in the world that it hasn't been able to advance that far and it's mostly about people trying to thrive in it.
